If banks and financial institutions find it difficult to recapitalize (i.e., issue new equity), it is because investors are uncertain about the value of the assets in their portfolios and do not want to overpay. Will government do better at valuing those assets?

As at 31 December 2004, the market value of the Fund's assets had increased to 29,246 million, as against 25,749 million at the end of December 2003.

The key problem in times like these is that investor demand for safe, secure, and liquid assets and thus their value is too high, while demand for assets that underpin and finance the economy s productive capital is too low. The new view is that real value can be created by un slicing and un dicing pulling these assets out of the financial system and turning them over to the government. But turning them over to the government at market value doesn t improve banks balance sheet to do that requires overpaying for the assets, a transfer of wealth from ordinary taxpayers to the banks..

Moreover, in many cases, the value of the troubled entity s assets as a going concern is greater than it would be if the assets were sold separately. In such cases, all creditors would be better off with a debt write down than with dissolution.

Article 104 An insurance company shall apply its funds in a conservative, sound and safe manner and ensure that the value of its assets is maintained and increased.

Regulators could encourage each bank to sell part of its toxic portfolio and extrapolate the portfolio s value from the price obtained in such a sale, or they could attempt to estimate the portfolio s value as well as they can on their own.
