Corporations, moreover, are holding the largest amounts of cash, relative to assets and net worth, ever recorded. And yet, despite what pundits claim about strong balance sheets, firms debt levels, relative to assets and net worth, also remain near record high levels.

Prior to the crisis, banks had often been net sellers of foreign government bonds, but they significantly increased their purchases during 2008 2009. With the onset of the European sovereign debt crisis in 2010, banks appetite for public debt fell again.

Given that balance sheet accounting is conducted according to a curious mix of nominal and market values, it can be opaque and easy to manipulate. If prices and thus average debt service capacity fall, the real burden of the debt increases.

While the net private financial flows of 59.6 billion received by developing countries in 2004 represented a decline from 2003, they were substantially higher than the average levels recorded for 1998 2002.

Currently, the federal debt held by the public is just over 70 of GDP, a level not seen since the early 1950 s. However, government debt soars by an average of 86 after severe financial crises, so the increase in the federal debt by 70 between 2008 and 2012 is not surprising.
