For each KPI, baselines and targets are or will be set and progress towards achievement will be monitored.

These baselines and related follow up surveys in 2007 will allow WFP to assess progress towards its ECW targets.

Indicators have become much more measurable, reflecting the data that need to be collected in terms of baselines and targets (performance measures).

The Board considered that the project documents could have been improved by including a clearly defined monitoring and evaluation framework incorporating performance measures, baselines and targets and an explanation of how relevant quantitative and qualitative performance data would be collected in the course of the projects.

It was thus decided to include only those baselines and quantifiable indicators that were fully reliable.

In ITC, the Board considered that project documents and proposals could be improved by including a clearly defined monitoring and evaluation framework incorporating performance measures, baselines and targets and an explanation of how, where and when relevant quantitative and qualitative performance data would be collected during the projects lives.

The Board considers, however, that the Programme needs to give more attention to this matter and reiterates its recommendation on the need for baselines and targets to be included in all project documents so that the Programme can consistently demonstrate its added value in both quantitative and qualitative terms.
