Because it receives some funds from the United Nations regular budget, it implements a medium term plan and strategic framework, in compliance with ST SGB 2000 8 on the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation.

3. Reaffirms further the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of EvaluationST SGB 2000 8. and the Financial Regulations and Rules of the United Nations

Monitoring the implementation of financial restrictive measures (foreseen in paragraph 11 of the resolution) is carried out by the Financial Supervision Authority, an agency with autonomous competence and a separate budget, which operates at the Bank of Estonia.

All mandated programmes must be monitored, adjusted if necessary, and fully implemented in accordance with the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation (PPBME).
