II. Cost of initial capital equipment upgrade

21. Capital expenditures for 1997 was projected as EC 54.8 million.

We have significantly lower capital costs in our plant equipment.

(ii) Any advances made from the Working Capital Fund to finance expenditures of the regular budget

As at 31 December 2004, the cumulative expenditures for the capital master plan amounted to 26.024 million.

Also, the Integrated Industrial Capital Allowance (IICA) allows companies to claim capital allowances for approved expenditure on plant and equipment used in overseas subsidiaries.

On the other hand, it excludes expenditures of the Medical Insurance Plan and of the Working Capital Fund.

46. Data processing equipment. The budget provided an amount of 34,300 under this line item. The additional requirements of 171,000 related to expenditures on equipment for the field assets control system, which was installed during the reporting period, and to the upgrading of obsolete computer equipment. The expenditures also include an amount of 26,900 from the prior mandate period.

Those over expenditures were partially offset by unutilized balances under military contingents, transport operations, other equipment and staff assessment.

88. Transport of contingent owned equipment. There were no requirements for the transport of contingent owned equipment during this period and, therefore, no expenditures were incurred under this line item.

These underexpenditures in commercial communications were offset in part by unforeseen expenditures of 603,400 under communications equipment associated with the purchase of equipment listed in paragraph 46 of annex II.B.

Businesses often need financing for large, non ordinary course expenditures, such as the acquisition of equipment or the acquisition of a business.

During the reporting period expenditures totalling 104,700 were incurred for the purchase of miscellaneous communications equipment ( 86,000) and spare parts ( 18,700) required for the replacement and repair of equipment transferred from other peacekeeping missions.

The impact of these measures is evidenced primarily over time as equipment, buildings and other capital stock is turned over.

In addition, a non recurrent amount of 100,000 would be required for capital equipment upgrade, as proposed in the study.

5. The expenditures include obligations in the amount of 22,000, which relate to the transport of contingent owned equipment during the previous financial period.

No expenditures were incurred for the rental of flight following equipment and repeater sites, for which provision had been made of 7,000 per month.

In a sale and leaseback transaction, the company will sell its assets to a another person for a specific sum (which it may then use as working capital, to make capital expenditures or for other purposes).

62. Field defence equipment. The estimate of 61,000 provided for field defence equipment to upgrade security at observation posts by providing additional security lighting and protection from fire. No expenditures were incurred under this heading owing to the receipt of equipment from UNPF surplus stock at no cost.

XI.3 The Advisory Committee expects that procedures will be either put in place or reinforced to ensure strict control over resources for capital expenditures.

Capital expenditures in the public budget dropped from 13 per cent in 1996 to 8 per cent in 1997 and 9.5 per cent in 1998.

This has allowed enterprises, including SMEs, to replace other forms of capital and labour with information technology equipment, thus driving down overall costs.

9. Maintenance costs in respect of a series of recently completed capital projects (see para. 10 below) are expected to increase the Government s expenditures in 1998.

Total expenditures (inclusive of non recurrent expenditures)

Expenditures totalling 73,400 were incurred under this line item for the purchase of various workshop equipment required to repair refurbish vehicles held in the United Nations reserve stock.

In addition, there would be a further requirement of 100,000 for capital equipment upgrade, which would increase the cost for the first year to 4,004,400.

Since the inception of UNAVEM III on 9 February 1995, provisions and related expenditures had been limited to freight charges for the transfer of equipment from other peacekeeping operations.

Expenditures of 37,200 were recorded for the settlement of services provided during a prior period by an expert who advised on carrying out a survey of contingent owned equipment.
