Certifying authority and it can enter into contracts

Cooperation among certifying bodies should be promoted and enhanced.

A certifying officer cannot exercise the approving functions assigned in accordance with rule 110.4.

In paragraph 133, the Board recommended that UNICEF comply with rules regarding the segregation of duties between certifying and approving officers.

(a) Efficient and accurate administration of expenditures by certifying and monitoring all expenditure and the issuance of allotments

The challenge now is to establish a single procedure for certifying births and deaths, and to regulate the channels for registration.

An approving officer cannot exercise the certifying functions assigned in accordance with rule 110.3 or the bank signatory functions assigned in accordance with rule 108.2.

The issue has become a priority concern in financial management, and certifying officers have been instructed to be more diligent in reviewing cash contributions and financial projections.

UNICEF understands that the segregation of duties is a key factor in the internal control framework but maintains that, as outlined in Financial Circular 34, these controls should be exercised by authorizing, certifying, approving and paying officers in fulfilment of their responsibilities.
