The United States supported the introduction of more thorough controls over the flow of precursor chemicals, and wished to note the effectiveness of the International Narcotics Control Board's Databank on Precursor Chemical Control.

For the purposes of the Decree, the terms chemical weapons, discrete organic chemical, precursor, facility, equipment, purposes not prohibited, inspection, production, processing and consumption shall have the meanings that they have in the Convention.

A workshop involving government regulatory authorities and chemical companies was successfully organized in Thailand in November 1997, resulting in the first memorandum of understanding in precursor control between the chemical companies and the government agencies.

3. Improving the precursor control system
