There is a continuing need to improve consistency and systemic coherence among trade, debt and finance.

There is overlap and duplication in these chemicals activities and a need for enhanced coherence, consistency and cooperation to ensure efficient and effective use of available resources at the national, regional, and international levels.

There is also considerable scope for increasing interregional cooperation, through the regional commissions, to exchange experiences and good practices in free trade areas, domestic resource mobilization, innovative sources of financing as well as to promote coherence and consistency between trade, financial and monetary policies with development.

Coherence, long time horizons, appropriate incentives, strong navigational skills, and decisiveness are desirable aspects of continuity in governance, especially in a meritocratic system managing complex structural shifts. To protect that and maintain public support for the investments and policies that sustain growth, Singapore needed to prevent corruption from gaining a foothold, and to establish consistency in the application of rules.
