We have the honor to forward to you herewith the Report of the International Conference on Safeguarding Space Security Prevention of an Arms Race in Outer Space .

A space weapons ban has of course long been a subject of discussion in the Conference on Disarmament, and Canada is committed to seeing the Conference re establish an ad hoc committee to consider the prevention of an arms race in outer space.

This conference has offered a deeper understanding with regard to international legal instruments to safeguard space security.

The outcome of that conference had helped the European Union, in cooperation with the European Space Agency (ESA), create a space programme which would meet the need for international cooperation.

In the context of regional efforts to promote space cooperation mechanisms, he recalled that the Fifth Space Conference of the Americas was to be held in Quito, Ecuador, in July 2006.

Lastly, he requested that the expert group established by the First Space Conference of the Americas be granted permanent observer status with the Committee on the Peaceful Uses of Outer Space.

He wondered whether the benefits of space technologies had been highlighted during the World Conference on Disaster Reduction, in Kobe.

In July 2004, the Office for Outer Space Affairs, together with the European Association for the International Space Year and other co sponsors, organized a Conference on Tele health and Satellites in Morocco.

In view of the current development of intensifying research and tests on space based weapons and weapon systems by those with the most advanced space capabilities, there is a pressing need for the Conference to address the issue of an arms race in outer space.

He recalled that his Office had always supported the Space Conference of the Americas, which had become a well established forum for the discussion of space issues and was of benefit to the region.

We would like to take this opportunity to draw attention to a summary prepared by UNIDIR of the international conference on Safeguarding space security prevention of an arms race in outer space , which contains a fairly detailed account of the main assessments, ideas and proposals put forward at the conference.

In his view, this Conference has brought about a range of useful recommendations, including improving the 1967 Outer Space Treaty, constructive engagement and cooperation, verification, unilateral declaration on no first deployment of weapons in outer space, a space code of conduct, negotiate a legal instrument to prevent the weaponization in outer space, ensure space common security etc., that need to be further explored by the international community.

The handling of the issue of the weaponization of outer space, for example, would benefit from a better understanding of the work of the Committee on the Peaceful Uses of Outer Space and the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space.

(d) Strategy IV provides for leasing of approximately 10 floors of office space in midtown Manhattan and space for the Dag Hammarskjöld Library in Long Island City and building of a temporary conference facility on the North Lawn to accommodate a part of the meeting space requirements.

Donor countries should, for instance, give more support to the United Nations Programme on Space Applications, which was helping the developing countries to participate in the space activities proposed at the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III).

The Conference has examined a number of important issues pertaining to the prevention of an arms race in outer space through this ad hoc committee, established by the Conference from 1985 to 1994.

The prevention of an arms race in outer space is a priority matter for the Russian Federation at the Conference on Disarmament.

Office space for delegations and their permanent missions required during the eleventh session of the Conference can be rented in the ACV.

Refurbishment of the core complex can proceed only upon the acquisition of transitional accommodations so called swing space for staff and operations, including Secretariat functions and conference space, but the site originally proposed appears to be unavailable.

In February 2005 the European Commission had organized an international conference to explore cooperation between space faring and non space faring countries in the development of global services such as positioning, Earth observation and access to information.

UNIDIR has recently published Safeguarding Space for All Security and Peaceful Uses, a report of a conference of the same name held in 2004.

Canada encourages enhanced cooperation among United Nations bodies, from a dialogue between the First and Fourth Committees on their space related work, to exchanges between the Committee on the Peaceful Uses of Outer Space and the Conference on Disarmament.

The report of the Committee on the Peaceful Uses of Outer Space on the implementation of the recommendations of the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) (A 59 174) had highlighted the need to increase decision makers' awareness of the benefits of space technology.

The Conference establishes, for the duration of the current session, an Ad Hoc Committee under agenda item 3 entitled Prevention of an arms race in outer space to deal with the prevention of an arms race in the outer space.

The Committee also noted that in 2004 a conference on the ethical and legal framework for astronaut activities on the International Space Station had been held in Paris and that a conference on the legal and ethical framework for the exploration of the solar system, organized jointly by UNESCO and the European Centre for Space Law (ECSL), was planned for 2006.
