These reports should take into consideration cash contributions, as well as in kind contributions and secondment of personnel.

(ii) Contributions of Governments and other contributors cost sharing and government cash counterpart contributions

It is further divided into cash and in kind portions. The cash budget is funded through cash contributions recorded as income to the General Fund (GF).

Voluntary contributions are expected to cover about 95 per cent of total budget volume for 2006 2007, of which 72 per cent are cash contributions to the GF, 20 per cent cash contributions to projects, and about three per cent are in kind contributions.

For the purpose of transparency, the recording of an unutilized balance of cash contributions as income received in advance is not consistent with the Agency s policy of recognizing income on the cash basis of accounting. The status of voluntary cash contributions and cash pledges to support the activities of the Tribunal, as at 31 October 2005, is as follows

Table 7 shows 2004 government contributions towards local office costs (GLOC) from direct cash payments, accounting linkage with voluntary contributions and in kind contributions broken down by the income category of programme countries.

For the period from 1 January 2004 to 31 October 2005, the Tribunal received 1,856,400 in voluntary cash contributions.

91. Cash contributions to the Trust Fund from August 1997 to July 1998 totalled US 2,941,504, and in kind contributions for the same period totalled approximately US 3,824,647.

Against a total obligation of 45.6 million, total contributions in 2004 amounted to 34.8 million, made up of 23.9 million in direct cash payments and the accounting linkage with voluntary contributions, with the remaining 10.9 million representing in kind contributions.

141. In Sri Lanka, cash sickness benefit programmes are not organized on the basis of insurance funded by payroll contributions.

The Committee requests that the General Assembly be informed of all voluntary contributions to the exercise both in cash and in kind.

In the case of UNDP, the other elements are cost sharing, funds and trust funds, government cash counterpart contributions, contributions to local office costs, extrabudgetary activities and management services agreements.

Virtually all operational activities in the region are complemented by significant local cash and in kind contributions which are channelled directly into programmes.
