As is a capacity to discriminate systematically between what is at the core and what is at the periphery.

Moreover, the grand bargain between the eurozone core, the ECB, and the periphery painful austerity and reforms in exchange for large scale financial support is now breaking down, as austerity fatigue in the eurozone periphery runs up against bailout fatigue in core countries like Germany and the Netherlands.

Here we have food that used to be the center, the social core of the city at the periphery.

Unfortunately, Germany and the ECB oppose this option, owing to the prospect of a temporary dose of modestly higher inflation in the core relative to the periphery.

Five years on, public, private, and external debt are at record levels in many countries. There is still a need for huge relative wage adjustments between Europe s periphery and its core.

There is a center, led by Germany, and a periphery, consisting of the heavily indebted countries. The creditors imposition of strict austerity on the periphery is perpetuating the eurozone s division between center and periphery.

The sovereign debt crisis is eating its way from the periphery to the core, and the exodus of capital is accelerating. Since the summer, 300 billion, in net terms, may well have fled from Italy and France.

But even though net international capital flows are going the wrong way, there are still substantial gross capital flows outward from the world economy s core to its periphery. And we can hope that these capital flows will carry with them the institutions and managerial expertise that have made the core so wealthy.

Interest rate spreads for Italy and Spain are widening again, while borrowing costs for Portugal and Greece remained high all along. And, inevitably, the recession on the eurozone s periphery is deepening and moving to the core, namely France and Germany.

In short, the eurozone's periphery is now subject to the paradox of thrift increasing savings too much, too fast leads to renewed recession and makes debts even more unsustainable. And that paradox is now affecting even the core.

In fact, the principal outcome was an enormous flow of capital from the periphery to the rich core. For most of the past generation, and looking into the future, the message of the market is that the benefits of international capital mobility do not include a relaxation of the capital constraint, and thus an acceleration of growth in the global periphery.

In 2010, attention was focused on responses to the crisis on the eurozone periphery Greece, Portugal, and Ireland. In 2011, the crisis moved to the core, with Italy and Spain feeling the heat, and concerns mounting about the viability of the eurozone itself.

The RFP contains detailed specifications for the development of the ITL, including the technical specification of the data exchange standards and a specification of the core and periphery software for the ITL, and for the tasks required in order to complete the work.

The reason is not that the periphery offers an attractive labor force from which capital profits, but rather that the core especially the United States offers a form of protection for capital against unanticipated political disturbances.

First, the eurozone authorities misread the real causes of the debt crisis, which stemmed mainly from a growing competitiveness gap between the core and periphery countries. The resulting private sector imbalances culminated in banking problems that were eventually transferred to sovereigns.

Spain like Greece is spiraling into depression, and may need a full scale bailout by the troika (the ECB, the European Commission, and the International Monetary Fund). Meanwhile, austerity fatigue in the eurozone periphery is increasingly clashing with bailout fatigue in the core.

That is where the eurozone is today. A debt crisis that erupted in Greece, the eurozone s outer periphery, has migrated with a vengeance towards the core, so much so that the survival of the eurozone itself is at stake.

The hope was that, like the pre 1913 era of British overseas investment, which financed a huge amount of industrialization in the resource rich, temperate periphery of the world economy, net capital outflows from the industrial core would finance much late twentieth and twenty first century industrialization.

The financial impact was immediate in anticipation of monetary easing, and after it began, the euro fell sharply, bond yields in the eurozone s core and periphery fell to very low levels, and stock markets started to rally robustly. This, together with the sharp fall in oil prices, boosted economic growth.

The solution is not over here. The solution is on the periphery.
