The key is to reflect on six kinds of capital goods business capital, infrastructure, human capital, intellectual capital, natural capital, and social capital. All of these are productive, but each has a distinctive role.

Sectors with a higher human capital content electronic consumer goods, for example have much higher R D costs than the shoe sector, so manufacturing these goods on an assembly line in a low cost country is probably not very costly in comparison to R D and other intangible costs. For more advanced goods, the EU value added (if the intangible part of the production process is in Europe) is quite high.

But the core of the idea was right then, and it is right now. In the absence of better mechanisms for capital allocation, global growth in this century will slow down a lot sooner than it should.

The sovereign debt crisis is eating its way from the periphery to the core, and the exodus of capital is accelerating. Since the summer, 300 billion, in net terms, may well have fled from Italy and France.

Lost wages will reduce consumption, causing additional job cuts, while factory closures will reduce investment, hitting employment in capital goods industries. Lost incomes will also drive down tax revenues, resulting in public sector employment cutbacks.

There are many who would solve the problem by routing more and more cheap credit through public channels bailout funds, eurobonds, or the ECB from the eurozone s healthy core to the troubled South. But this would unfairly force savers and taxpayers in the core countries to provide capital to the South on terms to which they would never voluntarily agree.
