As such, an optimal, cost effective configuration of procurement services would require the latter group of organizations to outsource as much as possible to the first group in order to further strengthen its core procurement competence, or to develop and share core competence facilities, especially for organizations based in the same area, with the benefit of sharing procurement staff costs.

Table 1 shows clearly in which organizations procurement is a strategic or core competence (United Nations, WFP, UNDP IAPSO, UNICEF, UNOPS and arguably UNFPA).

It would be problematic if an organization that was a party thereto had competence for only a portion of the draft convention, while its member States had competence for other provisions.

If there were, for example, four areas of competence under the draft convention, he would like to know whether shared competence meant that competence over, say, the first two areas lay exclusively with the REIO, while competence over the third and fourth was retained by the member States, or, alternatively, whether it meant that competence over all four areas was shared between the REIO and its member States.
