These amounts consist of core and non core resources.

Table 1, below, presents the total core and non core expenditure profile.

Both core and non core resources are needed to support gender mainstreaming.

These resources will be generated by charging a fixed percentage, aligned with the UNDP cost recovery policy, on all core and non core programme resources, thus ensuring full proportionality between core and non core resources.

In many practice areas, UNDP has to demonstrate that it commits core funds in order to attract non core resources.

With regard to core and non core funding, UNDP believed that co financing should be a key aspect of development cooperation and that core resources were the lifeblood of UNDP operations.

2.1.2 UNDP apos s non core activities and specialized programmes

The total programme expenditure from core and non core resources in 2004 was 21.0 million, up from 16.7 million the year before.

It is expected that the core resources under the global programme will provide an opportunity to leverage significant additional non core resources.

The ratio of core to non core resources is expected to be around 1 6 on the programme side for 2005 2007.

Therefore, while UNDP welcomed the increase in contributions of non core resources, it believed that core resources should remain central to UNDP activities.

While total funding from core and non core resources has increased modestly in recent years, the share of core resources in overall resources has declined and now constitutes less than half of the total.

All that is conferred is core funding for services provided by medical practitioners, with funding for non core services left to the Province's discretion.

Total core and non core resources available to UNICEF amounted to 1,006 million in 1994, 1,007 million in 1995 and 941 million in 1996.

The United Nations system for development cooperation required adequate, predictable and stable funding, and a better balance must be struck between core and non core contributions.

Non core contributions from Governments and the private sector could supplement core contributions but could not replace them without jeopardizing the fundamental characteristics of multilateral cooperation.
