Azerbaijan adopted regulations on transit cargo in the national Customs Code.

The submitted customs declaration is collected by customs entity.

Owing to the high volume of cargo and following the policy of expediting foreign trade, customs inspection rate for trans shipments cargo are very low.

In the manner stipulated by the Legislation the customs official conducts physical person's cargo luggage examination.

Arms and ammunition being exported as cargo are placed on the cargo manifest of the exporting carrier and are loaded last under the supervision of the Customs Department.

Trade depends on effective financial systems for imports and exports, including cargo insurance and customs guarantee schemes.

The Customs Department has implemented part of the application outlined in the Integrated Supply Chain Management Guidelines (formerly Advance Cargo Information Guidelines).

The Customs Department is responsible only for cargo inspection unless there is cause to believe that a person is carrying prohibited goods.

9. The Meeting recognized the need for a comprehensive Customs transit system and an integrated cargo tracking system open to all operators.

Borrowers are using loans credits for the installation of UNCTAD s Advance Cargo Tracking System (ACIS) and its specialized customs automation software (ASYCUDA).

(b) Is the supervision of people and cargo in Thailand undertaken by separate agencies (immigration and customs) or does one body perform it?

SDS (Cargo Declaration System) This system will permit the informatic treatment of cargo declarations concerning the entry, transit and exit of goods in Portugal. This system is in test phase.

In many transit ports, however, cargo handling performance remains poor because of lack of information on ship and cargo arrival, documentation delays, frequent security checks, poor coordination with Customs, inland transport operators, forwarding and clearing agents, insurance companies and security personnel, and poor employee accountability and motivation.

In cases of necessity, the customs may request the taxpayers to make up for the declaration.

Organizations importing goods and vehicles are expected to file in a declaration and undergo a final customs processing in the appropriate regional customs house within 10 days' period.

In some of these systems (e.g. in Bolivia and Paraguay's electronic customs registry) the customs brokers have to enter the import license number before completing the import declaration form.
