The draft resolution responds to the information in the Secretary General apos s report concerning declarations and statements made under article 310. Since declarations and statements should not purport to exclude or modify the legal effect of the provisions of the Convention, the draft resolution calls upon States to examine their declarations and withdraw any that are not in conformity with the Convention.
