Mr. Shea extended the best wishes of Secretary Alphonso Jackson of the United States Department of Housing and Urban Development and thanked the City of Barcelona, UN Habitat and the Government of Spain for making the second session of the World Urban Forum possible.

The application of the urban and housing indicators has identified the need for human resource development in several areas in the urban and shelter sectors.

UN Habitat also signed agreements with the Asian Development Bank, the Inter American Development Bank, and the African Development Bank for joint projects and programmes for water, sanitation, housing and urban development, focusing on improving the living conditions of the urban poor.

The Urban Economy and Finance Branch within the Monitoring and Research Division conducts research on policies and strategies in urban planning, economic development, poverty eradication, and municipal and housing finance systems.

Providing improved housing and associated services to the urban poor

Botswana is extending the coverage of its self help housing programme which has produced more than 50 per cent of the housing stock in the urban areas and provides housing for some 63 per cent of the urban population.

It will also deregulate and scale down taxation in the housing sector, increase the supply of land which is available at accessible prices, promote self help construction for rural and urban housing and promote the development of technology and innovation in housing and construction.

State institutions such as the Ministry of Housing, the Department of Community Development and INAFORP, were involved in this course, which was aimed at improving the housing conditions of community residents.

The strategy of the Government on regional and urban development focuses on the preparation of urban development plans, human resources development, the establishment of an Urban Regional Development Joint Commission and Technical Committees, and the creation of the Financial System for Urban Development.

Sri Lanka plans to expand the collection of indicators to all urban areas, and establish a national housing and urban data bank.
