The variance is due to the projected deployment of all national staff approved for the 2004 05 period (compared to their phased deployment during that period) combined with the provision for 70 additional staff based on their deployment in January 2006.

37. Also underlines the need for the deployment of civilian staff to be phased in accordance with the deployment of military and police personnel

I welcome the deployment of the United Nations liaison detachment teams to Basra and Erbil and look forward to the deployment of additional substantive staff.

Stand by arrangements with partners for sourcing and rapid deployment of staff will be strengthened.

The unspent balance was due mainly to the delayed deployment of staff officers, military observers and civilian police, resulting in a reduced need for pre deployment training.

A deployment consists in sending experienced employees for refugee protection to UNHCR operations with temporary staff protection needs.

The balance consists of the remaining civilian police officers and military and civilian headquarters staff, whose deployment dates are not yet determined.

We have already opened liaison offices in Erbil and Basra, ahead of the possible deployment of an initial number of humanitarian and development staff.

11. Also underlines the need for the deployment of civilian staff to be phased in accordance with the deployment of the European Union operation and the Mission's police personnel, as well as with adequate security provision on the ground

The Executive Director acknowledged the challenge of ensuring rapid deployment of qualified staff, particularly in sectors where UNICEF was asked to play a leadership role.

It provided for resource requirements for the maintenance of the Mission and the maximum deployment of 260 military observers, 10,339 military contingents, 150 civilian police, 336 international staff, 556 national staff and 147 United Nations Volunteers.

The additional requirements are mainly attributable to a 10 per cent vacancy factor applied to the full deployment of the international staff, compared with a 35 per cent delayed recruitment factor applied to a phased deployment in the budget for 2004 05.

The increased requirements are attributable mainly to a 5 per cent vacancy factor applied to the full deployment of the national staff, compared with a 45 per cent delayed recruitment factor applied to a phased deployment in the budget for 2004 05.

The estimates for international staff are derived from the actual average expenditure by grade over the previous financial period taken for all missions and provides for international staff salaries, staff assessment and common staff costs, including hazardous duty station allowance and MSA, based on the phased deployment of international staff from 177 in April 2005 to 620 by October 2005.

The mission would proceed with the deployment of its electoral staff in phases, in accordance with an agreed electoral timetable and technical requirements identified on the ground.

UNHCR invested heavily in emergency preparedness for Iraq, with the bulk of the expenditure relating to the deployment of staff and the procurement of non food items and assets.

OIOS found that the fast track model for the deployment of staff was not fully effective in one operation, staff deployments should have been completed by the end of March 2004, but in July 2004 some of the key personnel were just arriving.

For immediate operationalization of SDS to missions, UNLB has developed its capacity to deploy technical support teams to assist and train mission staff in the immediate deployment of the stocks.

Deployment of resources

OIOS also noted that there is a mobility policy which supposedly guides the deployment of staff with a view to enhancing their field exposure. However, in practice it does not appear to be functional, as most subregional office staff professed no knowledge of it.

Because of the magnitude of the task, the African Group cautioned against further delaying the recruitment and deployment of the Mission's election staff, who must be in place well before the elections.

The revised budget provides for the deployment of additional 5,674 military contingent personnel, 86 civilian police personnel, 190 international staff, 393 national staff, including 11 national officers, and 115 United Nations Volunteers for a total revised strength of 760 military observers, 15,714 military contingent personnel, 268 civilian police officers, 1,162 international staff, 1,747 national staff, including 36 national officers, and 605 United Nations Volunteers.

Three committees have been set up within the General Staff to examine the Defence Act and military regulations retirement for members of the armed forces and physical deployment of the armed forces.

The revised budget provided for the maximum monthly deployment of 9,800 military contingents, 260 military observers, 130 civilian police, 335 international staff, 556 national staff and 147 United Nations Volunteers for the maintenance of the Mission for the period from 1 July 2004 to 30 June 2005.

Moreover, as can be seen from the tables preceding paragraphs 14 and 19, savings are possible from the delayed deployment of civilian police and persistent high vacancy rates for civilian staff.

The estimates take into account the actual strength of 763 international personnel as at 31 July 2005 and the phased deployment of an additional 334 personnel and reflect the application of a 25 per cent delayed deployment factor to the computation of salaries, common staff costs and mission subsistence allowance requirements for the additional personnel.

The performance of permanent core functions by non UNHCR staff members assigned on a temporary basis as in the 109 deployment cases in 2003 2004 compensates for the shortage of permanent UNHCR posts.

UNLB has proposed the regularization of 64 temporary staff with core functions to help meet the target of a single deployment of SDS in a year, as defined in their 2005 2006 budgetary proposals.

Building on its HR strategy for 2002 2005, UNICEF will ensure the timely recruitment, deployment and management of competent, committed staff members operating in a supportive work environment, including in emergency situations.

The interim disarmament, demobilization and reintegration authorities in the north and south have also made some progress in the identification of field offices and deployment of staff in all the priority regions and States.

OIOS noted the efforts by the Department of Peacekeeping Operations and the Office for the Coordination of Humanitarian Affairs to improve coordination through the deployment of civilian staff to function as civil military coordination officers.
