In Zimbabwe, state level and other external actors often define the shape, distribution, and extent of power in decentralization interventions.

Regulations are necessary in order to ensure a well functioning distribution market, establish a level playing field and protect consumers.

Developing countries The level of maturity of the distribution sector among developing countries varies significantly, as shown in table 4.

In most developing countries there are enormous expansion possibilities due to the low level of development of modern distribution services.
