NEW YORK The latest economic data from the eurozone suggest that recovery may be at hand. What is driving the upturn?

Here, I should like to commend the essential role played by the international community in the upturn in my country's political and economic situation.

Who could have said with certainty that the economic upturn announced by Hollande was real rather than aspirational? Beyond his message s wishful thinking, the public s reaction to the messenger was a mixture of disbelief and indifference.

The more diversified economies and the Gulf Cooperation Council enjoyed an upturn in real GDP levels (see table).

The restoration of normalcy to financial markets and lower interest rates did cause an economic upturn in the summer of 2009, leading many forecasters and market participants to expect a typical rapid post recession recovery. I warned that the upturn would be much more tepid than expected unlike previous business cycles, the recession that began at the end of 2007 was not caused by high interest rates, so lowering rates would have little impact.

He hoped for sustained improvement in the overall security situation and for an upturn in the economic situation in the occupied Palestinian territory that would enable the Agency to wind down its emergency operations in favour of its main programmes.

The early 2012 upturn in US economic activity still owes a lot to extraordinarily expansionary monetary policy and unsustainable fiscal deficits. If income concentration could be reduced as the budget deficit was reduced, demand could be financed by sustainable, broad based private incomes.

In early 2006, when the Ifo indicator foresaw an economic upturn while the German Federal Statistical Office reported meager quarterly GDP growth figures, some commentators scoffed. But when the Office later revised its data upward, it became clear that the Ifo indicator was right.

Growth was broadly based in most countries, and manufacturing, in particular, benefited from the upturn in the electronics cycle and strong export demand.

But, while the prospect of faster global growth is indeed good news, especially given still high unemployment in many countries and the associated pressures on social safety nets, it is too early to celebrate. There is a risk that, by tempting policy complacency, this year s economic upturn could end up being counterproductive.

Governments are inhibited by the knowledge that labor market reform may well result in a short term increase in unemployment (and thus further fiscal deterioration), because employers will find it cheaper to fire personnel. The hope is that greater flexibility would also translate into a greater willingness to hire in an economic upturn.

Another factor behind the upturn is the meaningful progress that a number of European countries, such as Spain, have made on structural reform. Labor market regulation has been loosened, and unit labor costs have come down.

Just as last year when there was unwarranted growth pessimism in Europe, this year there is unwarranted growth euphoria. Many Germans, in particular, are in denial that the cyclical upturn may be coming to an end.

LJUBLJANA At the Spring European Council meeting on March 13 14, EU member states leaders will launch the second cycle of the Lisbon Strategy for Growth and Jobs, a strategy launched in 2000 with the aim of making the EU the most competitive knowledge based economy in the world. The EU s current economic upturn suggests that the strategy is working, particularly after its renewal in 2005.

Second, this six quarter plunge was followed, from mid 2009 through early 2013, by 15 quarters of annualized consumption growth averaging just 2 an upturn that pales in comparison with what would have been expected based on past consumer spending cycles.

To be sure, there were indications of a temporary pick up in annual consumption growth to nearly 4 in the fourth quarter of 2013. Yet that is reminiscent of a comparable 4.3 spurt in the fourth quarter of 2010, an upturn that quickly faded.

Last year, Chinese GDP growth reached a 13 year low, and no upturn is in sight. But, as Premier Li Keqiang seems to recognize, this trend could actually be beneficial, spurring the structural reforms that China needs to achieve its longer term goal of more balanced and stable GDP growth.

To some extent, it should have been logical to expect an unprecedented upturn as well. When the crisis erupted, many hoped for a V shaped recovery, notwithstanding a substantial body of research showing that recoveries from recessions caused by a financial crisis tend to be weaker and slower than recoveries from normal recessions.

Despite continuing economic recovery, economic fundamentals remain, however, inadequate.

Indeed, the more detailed one s analysis of today s global growth dynamics is, the more likely one is to conclude that this year s brighter prospects are just that brighter prospects for 2014. There is still much that can (and should) be done if this year s predicted upturn is to provide a springboard for a meaningful medium term growth spurt that improves prospects for current and future generations.

These are grim economic times, fellow TEDsters, grim economic times indeed.
