Mr. Kuijpers then quantified the potential emissions benefits of a mitigation scenario in relation to a business as usual scenario, which included a reduction of CFC emissions by 30 per cent in 2015 and a reduction of HCFC emissions by 50 per cent in 2015.

Decision XV 7 requested the Technology and Economic Assessment Panel and the Executive Committee to report to the Open ended Working Group at its twenty fifth session on the progress made in reducing emissions of controlled substances from process agent uses and on the implementation and development of emissions reduction techniques and alternative processes not using ozone depleting substances.

Preoccupied by crisis, the world s leading economies seem unwilling to make significant new emissions reduction commitments. And public anxiety about employment and living standards has replaced the fears about global warming that inspired the 2009 movement.

The bulk of this reduction will occur in the commercial refrigeration sector and the stationary air conditioning sector it will occur less in the mobile air conditioning sector, where mainly reductions in HFC emissions will take place.

California senator Diane Feinstein argues that we should curb carbon emissions because the Sierra snowpack, which accounts for much of California s drinking water, will be reduced by 40 by 2050 due to global warming. What she fails to tell us is that even a substantial reduction in emissions at a high cost will have an immeasurable effect on snowmelt by 2050.

With respect to air quality, a number of steps have been taken to reduce emissions, such as introduction of fees on emissions of nitrogen oxides and stricter requirements on emissions from industrial activities.
