62 75. Observer status for the Energy Charter Conference in the General Assembly

Wishing to promote cooperation between the United Nations and the Energy Charter Conference,

The EU is also looking forward to Paris, following the European Council s approval of the European Commission s 2030 framework for climate and energy policies. Targets have been set for reducing greenhouse gas emissions, increasing the percentage of renewables in Europe s energy mix, enhancing energy efficiency, and promoting electricity interconnection among member states.

It will coordinate its activities with other international organizations such as the International Energy Agency and the Energy Charter, with a view to ensuring efficient and effective use of resources and avoiding duplication.

Europe can help by insisting that Russia participate in the European Energy Charter, which calls for Gazprom to grant its production competitors access to Russian pipelines, and for all disputes to be settled by international arbitration. European competition policy, which successfully brought giant companies like Microsoft into line to promote competition, could help to turn Gazprom into a normal competitor, too.

Europe certainly needs Russian gas. But Russia needs European consumers, and sooner rather than later it will seek more European investment in energy exploration and extraction.

At the European regional level, educational rights relating to minority languages are developed at greater length in the European Charter for Regional or Minority Languages, adopted by the Council of Europe.

It should be noted, however, that the European Charter for Regional or Minority Languages does not cover the languages of migrants.

In addition, a European Marshall Plan that provides investment in infrastructure, renewable energy, and energy efficiency is needed. Such an initiative would not only foster growth, but would also lower current account deficits (because expensive fossil energy imports could be reduced).

The new Constitution of the European Union (to be ratified by 2006) reaffirms its support to the Charter of the United Nations.

1. Decides to invite the Energy Charter Conference to participate in the sessions and the work of the General Assembly in the capacity of observer

Energy companies are beginning to realize this and becoming less resistant to a common European energy policy. That would also serve another shared objective, namely helping to bring climate change under control.

A strategy countermeasures compendium, developed with support from the research programme on nuclear energy of the European Atomic Energy Community, contains countermeasures that have been assessed against a common set of criteria.

Upon accession to the European Union in 1995, the safeguards agreement between the European Atomic Energy Community (EURATOM), the European Union non nuclear weapon States and IAEA entered into force for Austria and the 1972 safeguards agreement was suspended.

Since the accession of Lithuania to EU, the accounting and control of nuclear materials has been regulated by the European Commission's Regulation on the Application of European Atomic Energy Community (EURATOM) Safeguards.

Germany has taken the first step, but the transition to a fully renewable energy based economy must be a common European effort.

DUBLIN One of the top priorities established by European Commission President Jean Claude Juncker ahead of his election last summer was the creation of a European energy union. He was right to do so.

The European Commission, as part of the Johannesburg Renewable Energy Coalition, is sponsoring the development of an innovative public private financing mechanism to enhance access to affordable risk capital by renewable energy business and project developers.

As it is, the E3RC would pursue two directly related objectives European energy independence, which would be helped by new energy and environmental technologies, and Europe s increased bargaining power in global markets. Its creation would also send out a new message to the European public competition alone is not the only thing on Europe s horizon.

Likewise, the European Council has agreed on a new Compact for growth and jobs that identifies a specific European dimension of growth policies, mainly integration of energy, transport, communications, and services, together with higher infrastructure investment.

Indeed, beyond widely discussed targets for energy production for 2030 covering greenhouse gas emissions, energy efficiency, and renewable resources the European Council s conclusions embrace key elements of a practical and effective approach to energy. But, in order to move from aspiration to implementation, Europeans must muster the unity of purpose that so far has been conspicuously absent in EU energy policy.

The Committee welcomes the State party's ratification of the Framework Convention for the Protection of National Minorities in 2000, the European Convention for the Protection of Human Rights and Fundamental Freedoms in 2002 and the European Social Charter in 2004.

The reform and revival of the United Nations, to which so much energy is being devoted, can emerge only from the principles of justice and equality enshrined in the Charter.

The Council of Europe also maintains such lists, which include telling details on States' acceptance or non acceptance of optional provisions such as the European Social Charter.

Common threats to Europe s energy security demand a common response. In building the means to secure Europe s energy future, we will also renew the spirit of European integration and give new strength to the EU as a global actor.

Energy companies are under pressure from lower crude oil prices, an economic situation compounded by the British decision in June to leave the European Union.

The cumulative total of all known cases brought under bilateral, regional (e.g. NAFTA) or plurilateral (e.g. Energy Charter Treaty) agreements that contain investment clauses, or international investment agreements (IIAs), is now 160.

Alongside the debate about the European Union constitution, a debate about European values has also developed. This debate is important not only for implanting meaning in the constitution, but will also determine the vitality and energy of the EU itself.

European directives require that 20 of energy must come from renewables by 2020. But, while policymakers have helped drive down the price of emissions permits in the ETS by mandating and subsidizing renewable energy, the supply of permits has not been reduced.

(b) In the case International Commission of Jurists v. Portugal, the European Committee of Social Rights considered a claim that the State party was not enforcing the prohibition on the employment of children below the age of 15 as required under the European Social Charter.

The purpose of the Road Safety Charter is to integrate civil society into the endeavour to reach the European Union target of halving the number of road deaths by 2010.

Because crude oil is priced in US dollars, and the dollar has depreciated against the euro, European consumers have gotten off relatively easy from rising energy prices. So an energy tax roughly equal to the euro s 33 appreciation in recent years would be about right.

Russia knows that when it comes to conducting a serious foreign and security policy, Europe is all mouth. Russia has pushed Europe around for years on energy issues, cutting bilateral deals with the bigger countries and opposing efforts to create a common European energy policy.

11. Stresses the importance of enhanced regional cooperation for the development of the South Eastern European States in the priority areas of infrastructure, transport, trade, energy and environment

Africa gets almost 50 of its energy from renewables, compared to just 8 for the OECD. Even the European OECD countries, at 11.8 , are below the global average.

But why not think about transforming NATO into a real European security system, including Russia? The rules of the game would be changed and a whole variety of strategic goals could be achieved European security, neighborhood conflicts, energy security, arms reduction, anti proliferation, etc.

The EU should tell Gazprom that access to Europe s downstream assets is conditional on the reciprocal openness of Russia s energy sector. The result would be a welcome place in the European energy market for a Russia that is both trusted and respected by its international partners.

Indeed, though European Commission President Jean Claude Juncker has established a vice presidential post responsible for energy union now held by Maroš Šefčovič no one seems to know what exactly the position will entail. So far, Šefčovič has merely presented five vague pillars for the energy union, leading many to consider the current policy approach to an energy union hollow.

Until now, the geopolitical dimension of European energy security has been so neglected as to endanger the Union s future. With China seeking to secure exclusive access to energy resources in Africa and the Russian energy giant Gazprom seeking de facto control of Western companies by investing billions of euros in them, Europe can no longer afford to take a wait and see approach.

To meet Europe s ambitious 2020 energy targets, retrofitting existing buildings and improving new buildings energy efficiency, including the use of more energy efficient materials and equipment, could lead to roughly 37 billion in additional annual investment between now and 2030. In most European countries, action to spur private investment in local services and transport both large sectors should also be considered.
