Europe also has much to gain from ongoing financial integration with the eventual goal of a truly pan European financial market. Greater market access, market reform, and efforts at regulatory harmonization including those under the EU's Financial Services Action Plan should help advance this trend.

The officials and diplomats of the European Commission still hoped that market forces would persuade Italy to adjust its budget plan before Italy officially submitted it to the European Commission in mid October.

European banks remain balkanized, with a patchwork of national regulators seeking to promote their own champions. Ms. O'Higgins (Ireland) said that, as in other European countries, women's participation in the labour market was measured by the number of individuals employed rather than the number of hours worked.

In other words, the financial crisis now reflects a political crisis of the eurozone one that calls into question the very existence of the European project as a whole. If Europe s monetary union fails, not much of the common market, or of European institutions and treaties, will be left.
