But it's also, of course, to do with the massive crisis that followed excessive leverage, excessive borrowing in the private sector.

Regulators have recently woken up to the incentives for excessive leverage in this sector and to the risks that such leverage poses to lenders and the broader economy. Not surprisingly, big private equity firms seem determined to ignore or otherwise circumvent new restrictions.

But there remains the question of whether consumption share growth is sustainable that is, whether it is the result of income share growth or rising leverage. If it is supported by excessive leverage, effectively shifting future consumption to the present, China could face a significant slowdown or even a major crisis.

It also ensures that real asset and liability values are always equal, while prohibiting excessive leverage and several forms of complicated securitization. Moreover, Islamic finance is more equitable lenders and borrowers share risks and rewards, which increases the focus on long term goals and discourages excessive short term risk taking.

When the global crisis erupted in 2008, there was no regulatory framework to protect the cross border networks, and large vulnerabilities, in the form of excessive leverage and foreign exchange, were exposed. Much has been achieved since then balance sheets have been strengthened and funding models adjusted.

This confers on them a funding advantage and completely distorts markets. These subsidies are dangerous they encourage excessive risk taking and very high leverage meaning a lot of debt relative to equity for each bank and far too much debt relative to the economy as a whole.

But it's not how you actually get leverage.

It's very cheap. We have a lot of leverage.

The first key factor is deleveraging and the resulting shortfall in aggregate demand. In the first decade of the euro, nominal unit labor costs rose sharply in Greece, Ireland, Italy, Portugal, and Spain, while virtually flatlining in Germany. Absent the common currency, these divergences would have been accompanied by exchange rate adjustments certainly after (and perhaps even before) the pattern of excessive leverage and domestic demand ended.

Regulations should also have a strong counter cyclical focus, preventing excessive accumulation of leverage and increasing capital and provisions (reserves) during booms, as well as preventing asset price bubbles from feeding into credit expansion. Reliance on financial institutions internal models, the major focus of the Basel II agreement on banking regulation, should be discarded.

The government's expenditures are a bit excessive.
