The General Assembly affirmed the need for a comprehensive strategy to eliminate future sexual exploitation and abuse in United Nations peacekeeping operations.

3. The Strategy shall in no way diminish or replace the individual responsibility for acts of sexual exploitation and abuse, which rests with the perpetrators. The Strategy is not intended as means for compensation.

This strategy included the continued prioritization of protection concerns separation sexual exploitation, abuse and violence military recruitment education and the specific concerns of adolescents.

Domestic and international conflicts have taken advantage of women's unequal position and use violence and exploitation as common forms of military tactic and strategy.

A policy group on sexual exploitation and abuse has been established. It is developing and monitoring the mission's strategy to combat sexual exploitation and abuse, particularly in the area of prevention, and also acts as an advisory group to my Special Representative for Côte d'Ivoire.

The Mission's proposed strategy has been sent to all UNOCI staff for comments, and is being transformed into a series of actions designed to enhance UNOCI capacity to prevent and address allegations of sexual exploitation and abuse.

I also strongly welcome the report of the Special Committee on Peacekeeping Operations on sexual exploitation and abuse which, once approved by the General Assembly, will provide my Department with a clear and comprehensive strategy for moving forward.

Following the completion of the New South Wales government's three year, AUS 4 million dollar clothing outworker strategy, Behind the Label , in mid 2004, the government remains committed to addressing the exploitation of the state's most vulnerable workers.

After some reflection, however, those members deferred to the General Assembly, so that a broad strategy for dealing with sexual exploitation and abuse could be put into place a strategy based on consultations between all the major troop and equipment contributing countries, the Secretary General, the Department of Peacekeeping Operations and the Office of Legal Affairs.
