The interactive computer based training course entitled Basic security in the field staff safety, health, and welfare continues to be the most prevalent and efficient means of raising security awareness among individual United Nations and humanitarian staff.

Based on the inputs from the staff, field commanders and UNMOs, and taking into account the current requirements, OIOS recommends adopting the following technologies in the medium term

United Nations Local Missions (Peacekeeping missions) with own procurement staff, excluding other field based entities such as regional economic commissions and information centres data from UNPD web site.

The provision for national staff salaries, staff assessment and common staff costs, including hazardous duty station allowance is based on the phased deployment of national staff from 250 in April 2005 to 1,266 by October 2005.

It was important to strengthen UNIDO's field representation while taking into account budgetary costs for example, through appropriate redeployment of staff from Headquarters to the field.

Putting their networking skills to work in new areas, staff in field libraries will identify the need for and facilitate the holding of electronic forums and other methods of using web based technologies for sharing knowledge on specific development issues.

The requirements for national staff costs are based on the established national staff salary scales for national General Service staff and National Officers and include a 25 per cent delayed recruitment factor.

About 20 per cent of such procurement is performed by field based peacekeeping procurement units.

To support these field level activities, ITC maintains an active Headquarters based applied research programme.

The use of 100 series appointments for functions of a continuing nature would also help to harmonize, to an extent, the conditions of service between different groups of staff in field missions and to promote the harmonization of conditions of service of Secretariat field staff with field staff of the agencies, funds and programmes of the United Nations system, thereby strengthening the ability to recruit and retain high quality peacekeeping personnel.

This will allow field and Headquarters staff to hold close consultations on pertinent substantive issues in their countries of coverage and to exchange experiences on field level operations.

In the meantime, the Procurement Service will organize a second round of the advanced field procurement training programme to upgrade skills of procurement staff in the field missions.

The inflation rate for various non staff objects of expenditure such as utilities, maintenance and supplies is based on forecasts of price index movements by the Austrian Institute for Economic Research, or on assumed inflation trends at the locations of field offices.

An integrated, web based roster of staff in both emergencies and regular settings will consolidate data on available staff resources, to provide better support during emergencies.

Field operating costs have been reduced by 1,147,800 and the new staffing structure resulted in lower staff costs.

While there, they conducted an orientation course for the field office staff in emergency response to hazardous materials.

Whenever appropriate, the staff of the field office has continued to provide logistics support to UNFICYP and UNAMI.
