To carry out the mission and achieve the Fund's goals and objectives, the Investment Section of the Investment Management Service actively manages portfolios of equity, fixed income, real estate and short term investments, constantly analysing capital markets and investment opportunities.

C. Investment and capital flows

Given that low income economies typically have little fixed capital (computers, factories, infrastructure) and human capital (education and training) per worker, they tend to have higher potential returns to capital investment. That means they can grow more rapidly than wealthier economies, until their per capita income catches up.

Currently, the investment section has six investment officers who cover global equity markets and fixed income investments.

One reason is that investment may never reach its previous levels. If a service based economy simply has less need for expensive fixed capital, why should we expect a return to the days when business investment was a strong component of demand?

All call for substantial capital investment.

This indicates that data on the growth rate of fixed asset investment may have exaggerated the pace of capital stock accumulation. Hence, while the Chinese government should be firm on reducing the dependence of growth on investment, it must exercise utmost care when doing so.

In case an enterprise raises funds for a fixed asset investment project, it shall comply with the industrial policies of the state, the provisions concerning industrial planning and proportion of self owned capital and other stipulations.

Fixed asset investment is the most important engine of China s growth. As a developing country with annual per capita income of less than 5,000, there is still significant room for China to increase its capital stock.

Investment in China s manufacturing sector was low in December, but infrastructure investment improved slightly. As such, fixed asset investment for the month will remain the same as that in November.

At the same time, since returns to capital are kept low by high wages, very little investment occurs. The excess of savings over investment flows abroad as capital exports.

Thus, China did not suffer a severe recession as occurred in Japan, Germany, and elsewhere in emerging Asia in 2009 only because fixed investment exploded. And the fixed investment share of GDP has increased further in 2010 2011, to almost 50 .

The rebalancing of growth away from fixed investment and toward private consumption is occurring too slowly, because every time annual GDP growth slows toward 7 , the authorities panic and double down on another round of credit fueled capital investment. This then leads to more bad assets and non performing loans, more excessive investment in real estate, infrastructure, and industrial capacity, and more public and private debt.

Private domestic capital formation is the largest source of new investment in developing communities.

In 2017, fixed asset investment in China s education sector exceeded RMB1 trillion, and growth rate was 20.2 . The absolute quantity exceeded investment in the mining industry for the first time.

More fully integrated capital markets, to provide project capital and investment funds, are required in order to improve the whole infrastructure of the region.

More useful than a solid gold surgeon, but, still, it's a fairly big capital investment.

But a demographic dividend is only as good as the investment in your human capital.

As far as Chinese demand is concerned, investment in infrastructure is continuing, although the share of capital investment in GDP has been approaching very high levels.

These factors considerably limit those countries' ability to attract foreign direct investment and other international private capital flows.

I'll give you two examples. We launched the AIDSRides with an initial investment of 50,000 dollars in risk capital.

In China, Brazil, Malaysia, and Mexico, foreign direct investment (FDI) accounts for 8 to 12 of gross fixed capital formation without generating debt. Although the least developed countries attract less than 3 of north south investments, these flows account for more than 3 of their GDP, a level higher than the average for developing countries.

Given absorption constraints, capital efficiency has been falling steadily amid increasing deadweight. If environmental damage caused by breakneck investment growth were taken into account, China s capital efficiency would be even lower.

Astonishingly, many interpret Germany s export boom and current account surplus, which measures these capital exports, as an indicator of the strength of Germany as an investment location. But, according to the Bundesbank, net investment abroad (including financial investment) has already roughly matched domestic investment in recent years.

But China s investment rate is already too high, accounting for almost half of GDP. With capital intensity increasing significantly faster than labor productivity in China, the inefficiency of investment is clear.

For example, using World Bank data on the depreciation of a number of natural resources at the national level, economists estimate that, although GNP per capita has increased in the Indian sub continent over the past three decades, wealth per capita has declined somewhat. The decline has occurred because, relative to population growth, fixed capital investment, knowledge and skills, and improvements in institutions have not compensated for the degradation of natural capital.

The best solution is private capital from retained earnings, new entrants, new ownership, and new investment. But in some cases, additional public capital probably cannot be avoided, as distasteful as it is.

There is an outflow of capital from developing regions either to meet those rising costs or to be invested in the developed world, leaving those regions woefully short of capital for investment.

Growth will also not be sustained if Asia's huge needs for investment in infrastructure, technology and human capital remain unmet.

Rich countries, by contrast, are able to export more capital intensive goods, and thus have a greater need for investment. So they may be importing more capital resulting in a greater current account deficit simply because they are producing more capital intensive goods.
