These are pharmaceutical, research and medical purposes and purposes related to protection against toxic chemicals.

That should not derogate from the right of any State to engage in nuclear research for peaceful purposes.

The Commission also encouraged countries to liaise with appropriate research organizations and stress the importance and urgency of developing alternatives for quarantine purposes.

At the same time, the Treaty unambiguously confirms the inalienable right of those States to research, produce and use nuclear energy for peaceful purposes.
