Working with space and the lines in space in a different way.

Secure and sustainable access to and use of outer space must be free from space based threats and aggression.

There are three underpinnings of working in space privately.

The view was expressed that the IADC space debris mitigation guidelines could be endorsed by the Subcommittee as the technical background to the document on space debris mitigation being developed in the framework of the Working Group on Space Debris.

The Working Group expressed appreciation to Ms. Motoc and the Tebtebba Foundation that had collaborated in the expanded working paper on the principle of free, prior and informed consent.

The Scientific and Technical Subcommittee had also continued its work on space debris, under a new workplan for the period 2005 to 2007, and the Working Group on Space Debris had finalized the first draft of a document on space debris mitigation.

The International Charter Space and Major Disasters sought to provide a unified system of space data acquisition and delivery. Its seven member agencies provided free, real time Earth observation images to civil protection authorities responding to major disasters.

Pursuant to paragraph 17 of General Assembly resolution 59 116, the Subcommittee reconvened the Working Group on Space Debris to consider, as necessary, the proposals of the Inter Agency Space Debris Coordination Committee on space debris mitigation and any related comments that might be received.

By Decree 110 of 4 May 2004, the Government of Chile approved the regulations governing the use of free warehouse space for goods of Paraguay.

The Working Group agreed that the Secretariat should prepare a list of all States that had launched objects into outer space.

The working paper sets out the fundamental elements of an international convention on the non proliferation of weapons in outer space and the use or threat of use of force against objects in outer space.

The Singapore Government has been working on establishing free trade agreements (FTA) with respective countries to remove trade and investment barriers.

In Europe proper, a union between Russia and the EU should be founded, based on a common economic space, a common energy space with cross ownership of companies that produce, transport, and distribute energy and a common human space that would be visa free and include coordinated Russian and EU international policies.

These live in a global space which is largely unregulated, not subject to the rule of law, and in which people may act free of constraint.

The Working Group agreed that international intergovernmental organizations should again be invited to submit information on their practices in registering space objects.

The Legal Subcommittee had established a new Working Group to examine the practice of States and international organizations in registering space objects.

(2006 Identification by the Working Group on the Practice of States in Registering Space Objects of common practices and drafting of recommendations for enhancing adherence to the Convention on Registration of Objects Launched into Outer Space.

Working more closely together would highlight the commonality of interests and the need for practical steps to prevent the weaponization of outer space.

Air law is based on the principle that each State has complete and exclusive sovereignty over the airspace above its territories and territorial waters, whereas space law is based on the principle that outer space is free for exploration and use for peaceful purposes.
