This is apparent in the fact that, over the last 15 years, the real federal funds rate the Fed s benchmark policy rate, adjusted for inflation has been in negative territory more than 60 of the time, averaging 0.6 since May 2001. From 1990 to 2000, by contrast, the real federal funds rate averaged 2.2 .

While the federal funds rate may be heading to 1 over the next 12 or 18 months, by then the narrowing GDP gap will imply an even higher Taylor rule interest rate. And, complicating things further, given US banks vast holdings of excess reserves as a result of the Fed s bond buying policies (quantitative easing), the federal funds rate is no longer the key policy rate that it once was.

How can it be implemented without looking like bribery (in case the company gives the funds directly to the government)? And how can companies prevent some of the funds from being misused (say, if the government hires a third rate team)?

All of this implies that if the economy is at full employment and targeted inflation, the federal funds rate should equal 2 plus the rate of inflation. It should be higher if the inflation rate is above the target level and lower if current GDP is less than the full employment level.

There is a substantial range of views among the members of the rate setting Federal Open Market Committee. The midpoint of the opinions recorded at most recent FOMC meeting implies a federal funds rate of 1.25 1.5 at the end of 2015.

Indeed, I would not be surprised by a continued rise in the inflation rate in 2015. In that case, the Fed is likely to raise the federal funds rate more rapidly and to a higher year end level than its recent statements imply.

Consider the December meeting of the Federal Open Market Committee (FOMC), where discussions of raising the benchmark federal funds rate were couched in adjectives, rather than explicit actions.

But, in the end, the FOMC members must recognize that they cannot postpone the increase in interest rates indefinitely, and that once they begin to raise the rates, they must get the real (inflation adjusted) federal funds rate to 2 relatively quickly. My own best guess is that they will start to raise rates in September, and that the federal funds rate will reach 3 by some point in 2017.

At a time when inflation is already close to 2 or higher, depending on how it is measured, the real federal funds rate would be at zero at the end of 2015. Instead of ensuring price stability, monetary policy would be feeding a further increase in the inflation rate.

Recipient countries would have to pay the IMF a very low interest rate the composite average treasury bill rate of all convertible currencies. They would have free use of their own allocations, but the IFIs would supervise how the borrowed allocations are used to ensure that the borrowed funds are well spent.

Imagine that a government established a number of professionally managed public venture funds, which would take equity stakes in a large cross section of new technologies, raising the necessary funds by issuing bonds in financial markets. These funds would operate on market principles and have to provide periodic accounting to political authorities (especially when their overall rate of return falls below a specified threshold), but would be otherwise autonomous.

The rapid increase thus appears to be mostly the result of speculative momentum that occurred before the interest rate cuts.

The Fed could argue that the gap between current and full employment GDP is larger than the 6.1 unemployment rate implies, owing to the large number of part time workers who would prefer full time employment and the sharp decline in the labor force participation rate. If the GDP gap is 4 , as a recent Congressional Budget Office estimate implied, the Taylor rule would indicate an optimal federal funds rate of about 1.25 (2 1.5 0.25 2), compared to the current rate of only 0.1 .

In this case, the price of loanable funds is the real interest rate. An expectation that interest rates will be high sometime in the next decade should mean high interest rates on long term bonds today.

Although it is possible to argue about the precise appropriate level of the fed funds rate, the Fed s own analysis points to a long term rate of about 4 when the long term inflation rate is 2 . The most recent value of the consumer price index was up 1.7 year on year, and the 12 month figure would have been even higher but for the anomalous decline in the most recent month.

In the US, the two day Federal Open Market Committee meeting on June 29 30 is likely to mark a major turning point, reversing the steady decline of the benchmark federal funds rate since Alan Greenspan began loosening monetary policy in 2001. This is likely to be followed by rate increases in China, the Eurozone, and elsewhere.

However, the measures designed to compensate for, and protect the funds against, the adverse effects of exchange rate fluctuations do not address the issues of increased and new demands, frozen posts, and the associated staff workload imbalance.

Reflecting the fear that the Fed s current policy of sustained low interest rates will lead to higher inflation, the law would require the Fed to adopt a formal procedure for setting its key short term interest rate, the federal funds rate. More specifically, the law suggests a specific interest rate rule (the Reference Policy Rule) while giving the Fed the opportunity to adopt a different rule if it explains to Congress why it prefers the alternative.

As further clarification on the access to credit, it should be explained that some women, for lack of documentation, were not eligible for bank loans and instead received Government allocated funds at a low 5 per cent interest rate.

The situation now has diverged from the traditional scenario in which the Fed controlled the banks use of reserves by adjusting the federal funds rate (the rate at which banks lend their reserves to one another). The principle difference is that the Fed will now have to pay the interest on the nearly 2.5 trillion of excess reserves that it holds.

The US Federal Reserve has, in my judgment, responded appropriately by reducing the federal funds interest rate sharply and creating a variety of new credit facilities. The low interest rate helped by making the dollar more competitive, but otherwise monetary policy appears to have lost traction because of the condition of the housing sector and the dysfunctional state of the credit markets.

The malnutrition rate and the child mortality rate have been reduced.

Likewise, there is scope for removing the antiquated practice of taxing hedge and private equity funds carried interest at a preferential rate. The way home ownership is taxed and subsidized could be reformed more significantly, especially at the top price levels.

Furthermore, the high reserve ratio and forced purchase of central bank bills squeezes commercial banks profits severely a phenomenon that will be intensified by interest rate liberalization. The quest for yield on available funds will drive banks to make riskier investments.
