(i) Use of gross national product instead of net national income

We repeat the goal is only 0.7 per cent of gross national income.

This shows you life expectancy against gross national income how rich countries are on average.

Hence, my delegation welcomes the efforts of those donor countries that have achieved the 0.7 per cent target of gross national income as official development assistance (ODA), with 0.2 per cent of gross national income for the least developed countries.

Low income countries in the normal process of development, for example, receive steady inflows of official foreign assistance of about 3 of their gross national income. By contrast, aid reached 95 of gross national income in Rwanda soon after the conflict ended, but fell to 20 within five years.

Foreign transfers for debt payment were, however, already taken into account in calculating gross national product and net national income, so that if the gross national product were taken as the measure of income for calculating the scale, debt burden adjustment was already taken into account to some extent.

Five countries have reached the official development assistance (ODA) target of 0.7 per cent of gross national income (GNI).

Real per capita gross national income (GNI), in 1997 dollars, dropped by 33.4 per cent from 1,860 to 1,237.

His delegation also agreed that estimates of gross national product should be used as the basis for measuring income.

The Committee noted that, under the terminology of the 1993 system of national accounts (SNA), GNP is now known as gross national income (GNI).

Kuwait's average assistance rate of 1.3 of its gross national income between 1990 and 2003 had exceeded the target percentage.

Since 1992, the gross national product (GNP) of the West Bank and Gaza Strip, the broadest measure of national income, has declined by approximately 20 per cent.

By 2010, this will account for 0.56 per cent of the Union's collective gross national income an annual additional 20 billion euros.

From the outset, we have led the efforts to increase this assistance to 0.7 per cent of gross national income by 2015.

Many countries represented here have reiterated and reaffirmed their commitment to increasing their cooperation to 0.7 per cent of their gross national income.

We recall their commitment to increase their official development assistance to a level equivalent to 0.7 per cent of their gross national income.

Some ministers reiterated the importance of achieving the target of 0.15 to 0.20 per cent of gross national income to least developed countries.

Developed countries also have an obligation to provide as official development assistance to developing countries the agreed upon percentage of their gross national income.

In contributing to the funding effort, we will raise our official development assistance to 0.51 per cent of our gross national income by 2010.

We call on more donor countries to join us in delivering on the agreed United Nations target of 0.7 per cent of gross national income.

However, the principal element of the methodology should continue to be capacity to pay, the most accurate reflection of which was gross national income (GNI).

In 2006, ODA was expected to increase to 77 billion, which would bring the share of ODA to gross national income to 0.29 per cent.

It was therefore committed to increasing official development assistance to 0.7 per cent of gross national income by 2015, with a particular focus on Africa.

Can We Increase Gross National Happiness?

23. The revised 1998 resource requirements for the Registry amount to 45,441,100 gross ( 42,104,200 net of staff assessment and rental income), reflecting an increase of 1,091,900 gross ( 1,055,600 net of staff assessment and other income) over the 1997 appropriation of 44,349,200 gross ( 41,048,600 net of staff assessment and other income).

As to official development assistance, we welcome the decision taken by the European Union to increase its allotment to 0.7 per cent of gross national income.

Tonga, therefore, welcomes the renewed commitment made by donor partners to meeting the target of 0.7 per cent ODA of their gross national income by 2015.

All developed countries should make timetables for reaching the target of 0.7 per cent of gross national income for international development assistance by the year 2015.

Norway has already made a commitment to increase Norwegian ODA to 1 per cent of our gross national income, which also means greater resources for Africa.

However, global ODA is still well below the agreed target of 0.7 per cent of the gross national income of developed countries, leaving much room for improvement.

The need to accelerate the pace of reaching the ODA target of 0.7 per cent of gross national income was stated emphatically and echoed by many speakers.
