3. The establishment of the Senior Management Group is an initiative of the Secretary General intended to ensure more integrated and cohesive management of the Secretariat. The Group has already been established and meets on a weekly basis. It is not an independent decision making body or a separate management layer. The functions of the Group are as follows

In response to resolution 59 268, at its ninth session (April 2005), the CEB High level Committee on Management (HLCM) endorsed, on behalf of CEB, the redesignation of the Senior Management Service as the Senior Management Network.

Although the recruitment of women to senior management positions has improved since the last report, women are still under represented in senior positions.

Recognizing the value in having the ability to take high level decisions on a timely basis and in an effort to ensure that mechanisms would be in place to hold senior management accountable for follow up action, the Secretary General established a Senior Management Group as part of his initial reform programme in 1997.

With regard to the note by the Secretary General on the Senior Management Network (A 60 209), the Group would require further clarification of the role of the Network in strengthening management capabilities across the United Nations system, its functioning in relation to other senior management structures established in the context of the reform process, and the criteria for the inclusion of staff in the Network.

While the involvement of women in senior management positions has improved greatly since the last report, women are still under represented in senior positions.

In 1991, there were only 41.2 women per 100 men at senior management level.

An update on the Senior Management Service was requested of the Human Resources Network.
