Seeing such data, one cannot help but be stupefied. According to the statistical data of Suning Financial Research Institute, the leverage ratio of Chinese households was only 3 in 1996 and 18 in 2008. But this figure doubled in just six years since the trend of rapid growth of leverage ratio set in, reaching 36.4 . By the third quarter of 2017, the leverage ratio of households has reached 48.6 .

Under an international agreement known as Basel III, banks are to be required to hold a higher ratio of equity capital against risk weighted assets, and leverage is to be limited to a smaller percentage of such assets. National regulators are exploring ways to vary ratio requirements over the business cycle, and have started subjecting banks to regular stress tests.

The residents sector accounts for an increasing share of the total debt in the real economy, and the leverage ratio has risen rapidly.

In theory, bank lenders and the government could anticipate the additional risks they encounter when a company chooses a high leverage strategy. Lenders may charge higher interest rates, and the government may charge higher taxes or fees.

Nor is it alarming. The US economy grew rapidly for several years after WWII with a higher debt GDP ratio, and today s ratio is lower than in all other major industrial countries (and roughly half that of Greece, analogies to which are absurd and misleading).

Some were fairly obvious Larger loans and higher leverage ratios contribute to higher rates of NPLs. Others the existence of guarantees or collateral, lending to small companies (instead of the companies owners), and lending to borrowers who are geographically farther away were less so.

One is leverage.

In plain English, a supposedly well capitalized bank in the UK can have 97 cents of debt per one dollar of assets (and just three cents of equity). Such a low loss absorption capacity would get you run out of town in the US, where regulators are weighing a 5 6 leverage ratio (twice as much equity on a non risk weighted basis), and some responsible officials are still pushing for 10 or higher.

Consider China s high leverage ratio, which many argue will be a key factor in causing a crisis. After all, they contend, developing countries that have experienced a large scale credit boom have all ended up facing a credit crisis and a hard economic landing.

The ECLAC region has suffered from decrease in ODA, capital flows and foreign direct investment levels, and that region's average debt to export ratio (over 1.5) is higher than any other developing region.

European leaders seem to be moving in this direction. The required cut is large eliminating half of Greece s public debt obligation would leave it at nearly 80 of GDP, a ratio higher than Spain s.

Urbanization is a building block for consumption, because it provides powerful leverage to Chinese households purchasing power. Urban workers per capita income is more than three times higher than that of their counterparts in the countryside.

How do you leverage that information?

Consider Italy, which has the highest ratio of private wealth to public debt of any G 7 country, and is some 30 to 40 higher than in Germany. Likewise, Italy and France share a private wealth GDP ratio of five to one, while Spain s at least before the crisis hit the country in full was six to one.

Indeed, Japan s debt to GDP ratio is around 170 much higher than in Greece, where the figure stands at around 110 . But, despite the grim parallel, Japan s government does not seem to think that it needs to take the problem seriously.

If one assumes greater leverage for private sector investment, the number would be higher. Similarly, conservative assumptions about how much genuinely extra money is being spent to fight climate change through overseas aid and the multilateral development banks might have produced a lower figure.

In 2011, France s ratio of new debt to GDP was three times higher than Germany s, with the public sector accounting for more than 56 of national income. Currently, 9 of French citizens are employed by the government, compared to 5 in Germany.
