In order to strengthen the response to internal displacement, the Inter Agency Standing Committee issued, in September 2004, a policy package on implementing the collaborative response to situations of internal displacement. The package provides guidance to humanitarian and resident coordinators and United Nations country teams and sets out a road map for implementing the collaborative response.

The Millennium Summit had advanced the agenda of the international community's response to internal displacement, although developing a more predictable response remained a challenge.

In September 2005, the Inter Agency Standing Committee (IASC) had supported the clear delineation of responsibilities within the inter agency collaborative approach to internal displacement.

Another IDP situation of concern to the Office in 2004 was in Colombia, where the humanitarian crisis continued to cause significant new internal displacement (240,000).

A gender sub roster was established during the reporting period and a number of deployments made to address gender concerns and situations of statelessness and internal displacement.

There was a general consensus, underlined by the Humanitarian Response Review, that the inability to address internal displacement had become the single biggest failure in humanitarian action.

Taking note with appreciation of the convening of regional seminars on internal displacement, in particular the Regional Seminar on Internal Displacement in the Americas, held in Mexico City from 18 to 20 February 2004, as well as the Supplementary Human Dimension Meeting on internally displaced persons convened by the Organization for Security and Cooperation in Europe in Vienna on 4 and 5 November 2004,

Such persons have the right to protection from displacement, protection during displacement and protection after displacement.

The Office for the Coordination of Humanitarian Affairs, through its inter agency Internal Displacement Division, also continued its efforts to support the effective implementation of a collaborative response.
