Apart from the intergovernmental machinery itself, the Commission is convinced that civil society should be endowed with its own means of independently monitoring the ongoing developments in ocean affairs, thereby making the present system of ocean governance more coherent, transparent and responsive.

International environmental governance is an integral part of realizing sustainable development.

Furthermore, international governance and the decision making process in the international financial institutions (IFIs) should improve.

Ocean governance must be based on more coherent and responsive policies and programmes for the oceans, including the coastal zone, the critical interface between people and the sea.

Good governance at the international level is fundamental for achieving sustainable development.
