It is suggested that to strengthen the planning and implementation of reconstruction programme, projects should be cast in comprehensive, integrated sector or thematic frameworks, putting up front requirements for improved policy making and programme formulation, coordination, institutional capacity building, and human resources development in addition to physical investment requirements.
