1. Welcomes the efforts undertaken by the Government of the Kyrgyz Republic to declare 2003 as the Year of Kyrgyz Statehood and to organize activities in celebration of the Year

The President The Assembly will now hear an address by the President of the Kyrgyz Republic.

The Kyrgyz Republic is the only country in Central Asia that participates in United Nations peacekeeping operations.

Appeals also to the Islamic Development Bank to increase its financial and technical assistance to Kyrgyz Republic.

For the Kyrgyz Republic it is a great honour to be part of the community of free nations that recently established the United Nations Democracy Fund in New York.

In that regard, the Kyrgyz Republic welcomes the decision of the European Union to allocate 0.7 per cent of its gross national income to official development assistance by 2009.

The Permanent Mission requests that the statement of the States members of the CSTO, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan, be circulated as a working document of the 2005 Review Conference of the Parties to the Treaty on the Non Proliferation of Nuclear Weapons.

Agreements on partnership and cooperation between the European Community of the one part and of the other part respectively Ukraine (14 June 1994) the Russian Federation (24 June 1994) the Republic of Kazakhstan (23 January 1995) the Kyrgyz Republic (9 February 1995) the Republic of Moldova (28 November 1994) and the Republic of Belarus (6 March 1995).

The Kyrgyz Republic, for its part, is ready to do its utmost to contribute to the prompt implementation of the lofty principles of peace, stability and development enshrined in the Millennium Declaration.

The Kyrgyz Republic shares the position that United Nations reform will be successful only if Security Council reform is followed by reform of the General Assembly and the Economic and Social Council.

The text of the agreement on such a zone has been agreed by five countries of our region and we are pleased that the Kyrgyz Republic is to be the depositary of the treaty.
