Criteria and indicators are regarded as an important tool for monitoring progress towards sustainable forest management.

Technical expertise is also being provided in support of the organization's work in developing results based management and standards and indicators.

Ongoing regional processes have made great strides in developing criteria and indicators that contribute to defining and assessing sustainable forest management.

It is anticipated, however, that given further training, management direction and practical experience, the development of indicators and data collection methods will be improved.

The criteria and indicators processes have helped in developing a common understanding of the characteristics of sustainable forest management and in translating it into practice.

The Common Services Management System is a result tracking and management system developed specifically for inter agency common services arrangements, enabling country teams, regional teams, Regional Director teams, UNDGO and the UNDG Management Group to monitor individual country common services arrangements, using both quantitative and qualitative indicators.

Criteria and indicators play a key role in the shaping of a common vision of what constitutes sustainable forest management and in measuring and monitoring progress.

At its fourth session, the Forum, in its resolution 4 3, acknowledged seven thematic elements of sustainable forest management, drawn from the criteria identified by existing criteria and indicators processes, as offering a reference framework for sustainable forest management.

The Division of Administration has been using performance indicators for a number of years to assess and report on the management of finance, human resources and administrative processes.

Criteria and indicators (and the 7 thematic elements of sustainable forest management) can provide a sound framework, provided that countries have the capacity to collate the necessary information.

UNICEF representatives and their teams closely monitor the status of core office management indicators and take corrective actions where needed, making use of the Programme Manager System (ProMS).

Among others, closer links should be fostered between the accounts and indicators, including links with sustainable development indicators, Millennium Development Goals indicators and indicators used in poverty reduction strategy papers.

Countries state that particular progress has been made in regard to criteria and indicators, with the Forum, at its fourth session, acknowledging 7 thematic elements of sustainable forest management.

However, in my review of the 2004 work plan, it was noted that a formal risk management strategy to identify and prioritise risk indicators had not yet been implemented.

As indicated in paragraph 19 of the Executive Director's report, all offices closely monitor programme implementation and the status of core management indicators, which are provided in their annual reports.

There had also been a great deal of feedback from Member States with respect to evaluation methodologies, indicators, results based management, guidelines and the demand driven orientation of UNIDO activities.

The Joint Inspection Unit also proposed that the High level Committee of Management of CEB, should explore the possibility of articulating key performance indicators at the United Nations system level.

The indicators involved relate to the status of national farming communities, their natural resource endowments and agricultural management capacities, and the national regional SMART driving forces of technology, infrastructure, institutions and policies (TIIP).

On the basis of the mapped processes, the Division will develop indicators and parameters for monitoring, self assessment and management of ICT, to be submitted for review and approval to the ICT Board.

However, there is a need for the identification and adoption of a set of global criteria for sustainable forest management that is consistent with existing international and regional processes on criteria and indicators.
