I am most grateful to the Council for having organized this briefing and for having invited me to participate.

Welcoming the adoption of the United Nations Convention against Transnational Organized Crime and the Protocols thereto as a milestone to fight and prevent organized crime, one of the most serious contemporary threats to democracy and peace,

It was generally agreed that transnational organized crime was one of the most serious security threats facing the international community, in particular because of the growing links between transnational organized crime and other types of crime, in particular terrorism.

The seminar on that subject organized by the Netherlands two weeks ago showed that most of the work still needs to be done.

Nevertheless, the problem of migrant smuggling has reached critical proportions and is likely to remain one of the most visible manifestations of organized crime.

Problems relating to efficiency in the transport sector included the lack of organized transport systems in most cities, in addition to an ageing car fleet.

As with most of the thousands of murders tied to drug trafficking and organized crime each year, the killers of journalists are rarely brought to justice.

Current evidence suggests the increased involvement of organized criminal groups in the area of fraud, most specifically fraud using the Internet and related high technology crimes.

Most delegations actively participated in discussing it, both at meetings organized by the co sponsors for the purpose and in the course of useful bilateral contacts.

For example, a landmark law against organized crime entitled the Combating Organized Crime Law, 5763 2003 ( Combating Organized Crime Law ), classifies trafficking in women as a felony.

All speakers recognized that trafficking in persons was one of the most complex, nefarious and multifaceted forms of transnational organized crime, which posed a serious threat to human security and dignity.

In general, most of the synergy workshops that have been organized so far have represented a first national level opportunity for a large group of relevant stakeholders to discuss the Conventions jointly.

The Group considers a well integrated, organized, regularly paid and disciplined Congolese army to be one of the most important factors in the stabilization of the eastern Democratic Republic of the Congo.

While most speakers supported an integrated approach to the fight against terrorism and other forms of organized crime, other speakers noted that distinctions needed to be made between fighting crime and fighting terrorism.

The United Nations Convention against Transnational Organized Crime and the United Nations Convention against Corruption constitute the framework for such cooperation in some of the most important areas where collective action is necessary.
