Information based on such satellite data, such as forest inventory, mangrove inventory, paddy and crop assessment, drought and flood conditions and forest fire locations, is communicated to the responsible agencies for further processing and planning.

However, ongoing studies using data from a thematic mapper have shown that a forest register can be produced that contains a basin by basin inventory of forest estates categorized by forest types.

d. National forest policy and programs

The proposals for action have effectively shaped the national forest programmes and their equivalents in many countries, and these national forest programmes have become national institutional frameworks for achieving sustainable forest management.

(d) Making sustainable forest management a higher priority, inter alia, through integrating the National Forest Programme or other national forest strategies into national planning strategies, including poverty reduction strategies where they exist

Decentralization in the forest sector should not be implemented in isolation from a general national forestry strategy such as national forest programs.

The secretariat prepared a document for the workshop containing a compilation of information on national systems for the preparation of national GHG inventories included in national inventory reports and inventory review reports as requested by the SBSTA.

Forest landscape restoration is a local mechanism that should be integrated with both sectoral and extra sectoral national development processes, including poverty reduction strategies and national forest programmes.

(l) Integrate national forest programmes, or other strategies for sustainable forest management, as referred to in paragraph 6 (a) above, into national strategies for sustainable development, relevant national action plans and poverty reduction strategies

Despite substantial progress in the formulation and implementation of national forest policies, deforestation and forest degradation continue at an alarming rate.

CPF members explain that they have facilitated national forest programmes in a number of important ways, including through the National Forest Programme Facility and the Programme on Forests (PROFOR).7

Twenty four GHG inventory reviews and 18 in depth reviews of national communications are scheduled.

All three provided a national inventory of available information on land degradation and its assessment.

Stakeholders at the international, regional, national and subnational levels have attached importance to criteria and indicators as providing a framework for policy formulation and monitoring of sustainable forest management and national forest programmes.

Forest applications include forest area estimation and mapping, forest monitoring, forest fire assessment and forest management.

At the national level, important developments have included the formulation and implementation of national forest programmes and reforms in national legislation dealing with forests, land use and natural resources, as well as decentralization and the devolution of forest management to communities.

Most Parties underlined the need for financial and technological support for the continuous collection and archiving of inventory data, along with the establishment and maintenance of stable national institutions, inventory teams and a reliable and effective GHG inventory database system.

Improved coordination of policies and the development of a harmonized framework for national commitments towards achieving sustainable forest management, including international goals and targets and strong national reporting mechanisms on implementing sustainable forest management will help establish a level playing field for the forest products sector and will greatly assist public and political recognition of steps on the road to sustainable forest management.

(n) Review and, as needed, improve forest related legislation, strengthen forest law enforcement and promote good governance at all levels in order to support sustainable forest management, to create an enabling environment for forest investment and to combat and eradicate illegal practices, in accordance with national legislation, in the forest and other related sectors

The secretariat extended 41 invitations to national focal points for inventory experts to participate in this training.

Annex I Parties are required to submit a national GHG inventory by 15 April of each year.

Austria included, in its second national communication, a chapter on possible adjustments to the greenhouse gas inventory.

(c) Integrating national forest programmes into national strategies for sustainable development, national action plans under multilateral environmental agreements and, where appropriate, into poverty reduction strategies

There is a need to explore ways to use available ODA for the forest sector more effectively in promoting sustainable forest management and building respective national capacities.

To achieve this, national forest programmes or similar frameworks should include clear statements explaining why forest related activities are a priority and why external funding is justified.
