It is a matter of great concern to Barbados that in attempting to justify those highly dangerous shipments, some have pointed to the safety record of such shipments.

Failure of the Review Conference of the Parties to the Treaty on the Non Proliferation of Nuclear Weapons to agree on a final document earlier this year and the omission of non proliferation and disarmament from the outcome document (resolution 60 1) of the United Nations summit in September further exacerbate the worrisome picture.

The Non Aligned States Parties to the NPT request that this present statement be circulated as an official document of this Review Conference.

My delegation regrets the failure of the outcome document to address non proliferation and disarmament in the area of weapons of mass destruction.

There is no need to say how much we regret that neither arms control nor non proliferation issues are covered in the document.

One issue related to the peace and security agenda that was conspicuously missing from the summit outcome document is disarmament and non proliferation.

Disarmament and non proliferation, being fundamental pillars of international peace and stability, were left out of the outcome document of the 2005 summit.

Specific concern was expressed about both the environmental and proliferation risks of plutonium reprocessing and nuclear materials shipments.

This would effectively create an additional filter for illegal imports by detecting them before the shipments are made.

Some of the shipments involved arms and ammunition coming from outside the region and the surrounding Gulf States.

Like many Member States, we regret the failure to reach agreement on a section on non proliferation and disarmament in the summit outcome document.

In addition, the final document of the High level Plenary Meeting of the General Assembly did not include provisions for disarmament and non proliferation.

It was also suggested that the words any shipment should be substituted for the word shipments to emphasize that the provision applied to the terms that regulated each of the shipments, effected under a volume contract, that fell under the scope of application of the draft instrument.
