24. The omnibus draft resolution on small Territories (A 52 23 (Part VI), chap. X, para. 20) as a whole, as orally revised, was adopted without a vote.

The SBI agreed to recommend an omnibus draft decision on administrative and financial matters (FCCC SBI 2004 L.15 Add.1) for adoption by the COP at its tenth session.

In our view, operative paragraph 46 of the omnibus draft resolution on oceans and the law of the sea (A 60 L.22), which deals with the transport of radioactive materials, unfortunately does not reflect the spirit or the substance of the series of thorough discussions on this issue conducted by the International Atomic Energy Agency and relevant organizations.

66. Mr. Doudech (Tunisia) welcomed the spirit of cooperation and the wisdom shown by the administering Powers and by the Special Committee, which had succeeded in reaching consensus on the text of an omnibus resolution regarding small Territories.

The speaker, however, was puzzled by the deletion, from the omnibus resolution, of the request for participation of the United States Virgin Islands in the United Nations Organization for Education, Science and Culture (UNESCO) programme on archival and document management.

After consideration of the substantive agenda items, the Commission adopted an omnibus resolution, entitled Science and technology for development , which addressed all the major issues discussed at the third session, and recommended it for adoption by the Economic and Social Council.

21. Finally, an additional measure taken by the Third Committee is to encourage the drafting of comprehensive or omnibus resolutions for certain major issues which lend themselves to the development of a set of mutually supporting actions in a single text.

Previously, the Virgin Islands was the only jurisdiction under the United States flag without its own appellate court to interpret its laws, although, as pointed out by the Governor, the United States Congress had authorized the creation of such a court more than 20 years ago through the Omnibus Territories Act.8 In October 2004, the Governor signed into law a unanimously adopted bill of the Legislature which established the first Virgin Islands Supreme Court.

The decision in omnibus resolution 57 141 to establish a regular process under the United Nations for global reporting and assessment of the state of the marine environment, including socio economic aspects, which is based on article 200 of the Law of the Sea Convention, acknowledges that international action is needed to protect the marine environment from land based pollution and other human activity that causes pollution or the physical degradation of the ocean.

Some countries reported that there were courts or separate sections of a court for telecommunications law, social law, fiscal law, environmental law, town planning law or immigration law.

Furthermore, the implementing legislation for inter alia the International Convention for the Suppression of Terrorist Bombings will be contained in an Omnibus Act which will provide for the enabling legislation relating to Counter Terrorism Conventions to which Mauritius is party or intends to be party.

42. Mr. Hadjiyski (Bulgaria) said that, although his delegation supported draft resolution A C.3 52 L.61, it felt that the question with which it dealt should be included in the omnibus resolution on the situation of human rights in the former Yugoslavia.

Ms. Blitt (Canada), speaking also on behalf of Australia and New Zealand, said that the countries she represented had been among the most active co sponsors and supporters of the annual omnibus resolution on the rights of the child of the United Nations Commission on Human Rights.

Australia welcomes the reference in the omnibus draft resolution (A 60 L.23) to the Ministerial Declaration of the May 2005 Conference on the Governance of High Seas Fisheries and the United Nations Fish Agreement, entitled Moving from Words to Action and held in St. John's, Canada.

The United States Government provided 2 million to fund the construction of a temporary airport tower at the Pago Pago International Airport on 8 December 2004, as part of the Omnibus Appropriations Bill signed by the House of Representatives and the Senate on 20 November 2004.27
