The British Steel Pension Scheme has liabilities of 15bn and a deficit of as much as 700m by some measures, making it a serious obstacle for a rescue deal for Tata Steel UK and the Port Talbot steelworks in Wales.

This is a non contributory pension scheme for those integrating the family agriculture regime.

The pension trustees willingness to cooperate in talks to restructure the scheme will be welcomed by Tata Steel.

Speaking at the sidelines of Tata Steel's annual meeting in India, Chatterjee said talks to restructure the pension scheme were progressing, but he insisted the scheme is well funded.

There is also a more fundamental reason to focus on future variations in the stock of pension debt associated with pension reforms the EU has no business interfering with pension liabilities of individual member states. Why should the rest of Europe care if, say, Spain preserves a generous pension system?

However, the deal is conditional on the British Steel Pension Scheme being restructured and the government providing financial support.

The pension trustees behind Tata Steel UK have said the scheme can be restructured without entering the Pension Protection Fund (PPF), boosting the prospects of a rescue deal for the company.

Allan Johnston, chair of the pension trustees, said the scheme could avoid falling into the PPF if the benefits for workers were modified.

Another factor impeding QE s impact in the eurozone is low bond yields, which, by increasing measured pension fund deficits, make some companies reluctant to invest and thus more likely to raise contribution rates and limit pension benefits. In the US, more generous assumptions regarding discount rates are used to calculate pension fund liabilities.

Paragraph 2 of the pension scheme regulations reads as follows Pensions in payment shall be automatically revised by the same percentage and on the same date as salary adjustments .

Pension funds, insurance companies, and mutual funds in the US manage combined assets totaling roughly 30 trillion, and they have been struggling to find investments that match their long term obligations. Persistently low interest rates have been particularly challenging for pension funds, which face rising liabilities (calculated on a discounted basis).

As was reported in working paper A AC.109 2004 10, paragraph 57, in December 2003 the Government replaced the non contributory pension system for public servants with a contributory scheme.

The most likely explanation for this public investment shortfall is fiscal constraints. And, indeed, debt and unfunded non debt liabilities increasingly weigh down public sector balance sheets and pension funds, eroding the foundations of resilient, sustainable growth.

Despite efforts to cut expenditures and boost tax receipts, current and prospective obligations (including pension liabilities) far exceed any feasible increase in government revenues. Given the ease with which Puerto Ricans move to the mainland, raising taxes is unlikely to increase revenues.

The problem is that unconventional monetary policies in some major economies have created a low yield environment, leaving investors somewhat desperate for high yield options. Many pension funds are underwater, because the returns required to meet their longer term liabilities seem unattainable.

Moreover, we must remember that budgets were already strained before the crisis, and that governments balances do not reflect all aspects of reality. In Germany, for example, overall debt jumps from the current 65 of GDP to 250 when pension liabilities are included.

On the administrative side, arrangements and related provisions must be made for (a) the payment of pensions to judges and surviving spouses after the closure of the Tribunals and (b) the liabilities associated with the after service health insurance scheme for retired staff members.

The Pension Fund indicates that it is looking for a comparable pension fund and will review the practices of other pension funds.
