The Property Control and Inventory Unit is in the process of conducting physical verification of non expendable assets and updating the records in the control system.

In paragraph 83, the Board recommended that UNODC conduct regular physical inventory counts at headquarters.

In paragraph 822, the Board recommends that the International Court of Justice conduct a physical inventory count every two years.

UNFPA undertook an inventory count of 100 per cent of its physical assets at headquarters in June and October 2004.

However, it is obvious that the unilateral destruction, admitted by Iraq, prolonged the verification process, led to the elimination of physical evidence essential for complete verification and left serious uncertainties regarding the quantities of VX produced and its disposition.

As at 31 December 2004, the physical inventory for non expendable property of the Office of Programme Planning, Budget and Accounts no longer contained any items of nil value.

Inventory activities include collecting activity data, selecting methods and emission factors appropriately, estimating anthropogenic GHG emissions by sources and removals by sinks, implementing uncertainty assessment and quality assurance quality control (QA QC) activities, and carrying out procedures for the verification of the inventory data at the national level, as described in these guidelines for national systems.

If an average inventory parameter from a cluster of countries is used, expert review teams should follow the recommended approaches and tools for clustering of inventory data as included in the inventory review resources listed in appendix I.

All 36 inventory review reports were completed on time, or within one week of the due dates established in the inventory review guidelines.

The VX verification experience makes it clear that only a sophisticated verification system comprising various verification tools and techniques is capable of uncovering evidence of past undeclared activities.
