To the extent that higher commodity prices benefit farmers in these regions, they will respond by increasing their production, which will eventually reduce scarcity, increase stocks to use ratios, and attenuate the higher prices. In fact, to the extent that developing countries permit higher prices to go to their farmers, the result could be a significant stimulus to economic growth in rural regions of developing countries where most of the world s poor live.

The outlook for 2005 is for a slowdown in economic growth as commodity prices decline but for a slight increase in inflation.

Historically, housing prices have shown a lot of momentum, and prices in all these cities are still going up at a brisk rate, though usually somewhat slower than a year or more ago. Based on extrapolation of growth trends, it looks safe to predict that prices will go up substantially in most of these places for another year or more, even as the rate of increase continues to decline.

Furthermore, economists now understand inflation as a rise in consumer prices, not as a decline in the value of money resulting from an excessive increase in the money supply. There is a good chance that gasoline prices will go up.

But what matters for oil prices now and in the foreseeable future is the perception of the story, not the ambiguities behind it. If there is a perception that prices will be higher in the future, then prices will tend to be higher today.

Falling prices mean a rise in the real value of existing debts and an increase in the debt service burden, owing to higher real interest rates. As a result, defaults, bankruptcies, and economic decline become more likely, putting further downward pressures on prices.

Residential property prices in popular cities nationwide stabilized in November. In particular, prices stopped rising in Beijing, Shanghai and Shenzhen. Going forward, the level of residential property prices in some cities will continue to decline.

The answer from monetary theory is an unambiguous yes give workers a chance to adjust to higher energy prices, allow for some pass through of higher prices to wages over time (so that wages adjust more gradually), and make clear that inflation will return to its target range within, say, a year or two. Such a policy will limit the increase in unemployment, at the cost of only temporarily higher inflation.

A current issue that could also threaten to imperil the global economy, and which this Organization should address, is the prolonged and sustained increase in oil prices.

Small island developing States are also vulnerable to exogenous environmental and economic events, such as the dramatic increase in fuel prices, which impede their opportunities for development.

The German Chancellor has been lucky. The falling gas price and Germany s high profits will finance the tax increase, which should prove little more than a speed bump for the German economy, at least if lower gas prices hold into the coming year.

Today s environment of falling oil prices enables the world to take that step. It should be modest, so that it is politically feasible flexible, so that it helps stabilize user prices and it should increase over time, to place the global economy on a more sustainable path.

Because many contracts are sticky (that is, not easily revised) in monetary terms, inflation and deflation would both inflict damage on the economy. Rising prices reduce the value of savings and pensions, while falling prices reduce profit expectations, encourage hoarding, and increase the real burden of debt.

To meet expected demand over the next 20 years, global food supplies must increase by an estimated 50 . So we need sustainable agriculture led growth to increase supplies and keep prices affordable while also boosting the incomes of poor farmers in developing countries.

The individual prices and supporting comments will need to be compared across regions, which led the Global Office to request submission of individual prices for the ring collection.
