KOC costs are defined by the Accountants as costs incurred by KOC and recorded on the accounting system maintained by KOC Financial Services Department. KOC Al Awda costs are defined as costs associated with the Al Awda project that were recorded by Bechtel as project managers, on the KOC Al Awda system.

48. The Board notes that project management officers are now required to record their estimates of costs with forecast fee income information on project files.

The estimated increase in costs of the initial project can be explained by the following factors

UNDCP approved the project and financial support to the extent of one third of envisaged costs
