The Committee welcomes the enactment of a comprehensive legislative framework on anti discrimination, which includes the Employment Equality Act 1998, the Equal Status Act 2000 and the Equality Act 2004, and notes with satisfaction that legislation to implement Council Directive 2000 43 EC of 29 June 2000, which prohibits discrimination on the grounds of racial or ethnic origin in employment, education, social protection and access to goods and services, is currently before Parliament.

On May 27, 2004, the Intergovernmental Forum for the Promotion of Racial Equality (FIPIR) was established through a proposal for joint work by SEPPIR, involving the municipalities and states that have executive bodies with the responsibility to coordinate policies for the promotion of racial equality (secretariats, coordinating agencies, advisory bodies or similar entities).

The Racial Equality Project it aims at contributing to eliminate racial discrimination in the labor market and reduce socio economic inequalities between whites and blacks, taking into account the situation and needs of the black women.

While noting that article 13 of the Constitution prohibits racial discrimination and that article 9 of the Constitution ensures that State organs must ensure equality, the Committee is concerned about the absence of specific legislation on racial discrimination in the State party (arts. 1 and 2).

The Working Group believes that all States should implement measures to promote understanding, tolerance, gender equality and friendship among all nations and racial, national, ethnic, religious and linguistic groups.

The main role of the Forum is to establish mechanisms to entrench racial equality and to contribute to the institutional strengthening of the institutions that are similar to SEPPIR.

The Committee notes with appreciation the establishment of several independent institutions with competence in the field of human rights and racial discrimination, namely the Irish Human Rights Commission, the Equality Authority and the National Consultative Committee on Racism and Interculturalism, as well as judicial bodies with specific jurisdiction on equality and non discrimination, such as the Equality Tribunal.
