84. The Committee noted that, in the year 2000, 14 Member States would have a higher per capita rate of assessment than the Member State with the highest rate of assessment.

(ix) No maximum assessment rate for the least developed countries

In order to bring them down to the per capita assessment rate of the Member State with the highest rate of assessment, it would be necessary to redistribute 13.062 per cent of the total scale to middle and lower per capita GNP States with a current combined assessment rate in 2000 of 31.313 per cent.

69. As regards the maximum rate of assessment, the Committee noted that, in approving the scale of assessments for the period 1998 2000, the General Assembly had included a maximum assessment rate of 25 per cent.

The Committee recalled that the current scale methodology included a maximum assessment rate, or ceiling, of 22 per cent and a maximum rate of assessment for the least developed countries, or LDC ceiling, of 0.010 per cent.

The coefficient is not applied to (i) Member States with assessment rates of 0.001 per cent (ii) LDCs whose rate may exceed 0.01 per cent and (iii) Member State with maximum assessment rate of 22 per cent.

Under the proposal, that reduction alone was greater than the rate of assessment of all but five contributors.

The current rate of assessment for the largest contributor was, in fact, below its capacity to pay.

19. Staff assessment Posts replaced by lower level staff and 10 per cent vacancy rate.

The assessment of the reliability rate of the SD SDA or SN SDA is left to the discretion of each State.

Other members of the Commission were, however, of the opinion that the rate of progress of implementation did not necessarily warrant a negative assessment.

Upon the recommendation of the Committee on Contributions, the Assembly decided that the assessment rates fixed for the new Member States should be deducted from the rate of assessment earlier established for the former Yugoslavia (0.42 per cent).

The assessment indicated that heroin had become the dominant drug of abuse, and confirmed the prevalence of a high rate of HIV infection among hard core abusers.

The latest Millennium Ecosystem Assessment highlighted the importance of biodiversity in supporting human well being and the critical rate at which biodiversity was being lost.

As successor States to the former Yugoslavia were admitted to the United Nations during the scale period 1992 1994, their initial rates of assessment were deducted from the rate of assessment initially assigned to the former Yugoslavia for 1992 1994.

The Government placed a high priority on meeting its obligations to the United Nations, although its arrears were largely due to an unfair initial rate of assessment.
