The Commission recalled that the recognition of a spouse was effected through differing rates of staff assessment.

25. As to the issue of response rates in surveys, the Commission recalled that the matter of increasingly low response rates by staff to survey questionnaires had been considered in the past.

In addition to recommending a new salary scale, the Commission also recommended revised rates for dependency allowances.

86. The Commission recalled that at the time of its recent German United States total compensation comparisons, the issue of the impact of exchange rates in the comparison had arisen.

While MSA rates are set by the Secretary General and only for staff and personnel serving in United Nations peacekeeping missions, DSA rates are set by the International Civil Service Commission for travel of common system staff, including United Nations staff, on official business.

Investments are recorded at cost using commercial historical exchange rates instead of United Nations operational rates of exchange.

This publication includes three types of rates (a) market rates, determined largely by market forces (b) official rates, determined by government authorities and (c) principal rates, where appropriate, including for countries maintaining multiple exchange rate arrangements.

It is the intention of the Secretariat to bring to the attention of the Commission at its sixty second session in 2006 the issue of a common scale of staff assessment rates for General Service and other locally recruited categories of staff for its review and decision on the level of those rates.

The audits of UNTAES, UNMIBH and the United Nations Preventive Deployment Force (UNPREDEP), the three missions in the former Yugoslavia, revealed that MSA rates, which had been established by the Office of Human Resources Management based on information provided by the missions, were set at higher rates than the daily subsistence allowance (DSA) rates, as established by the International Civil Service Commission (ICSC) for these locations.
