C. The Group of Eight proposals for debt cancellation for Heavily Indebted Poor Countries

The Highly Indebted Poor Countries (HIPC) Ministerial Network is another South South cooperation effort.

Today, more than 80 per cent of African States were highly indebted poor countries.

However, addressing the eurozone s deeper defects cannot be postponed endlessly. Of course, in the midst of so much uncertainty, it is remarkable that the over indebted countries consolidation efforts remain broadly on track but the European Central Bank s continued bond buying and liquidity support is only a temporary palliative.

Stressing the importance of addressing the challenges of those heavily indebted poor countries that are facing difficulties in reaching the completion point under the Heavily Indebted Poor Countries Initiative, and expressing concern that some heavily indebted poor countries continue to face substantial debt burdens and need to avoid rebuilding unsustainable debt burdens after reaching the completion point under the Initiative,

While the extension of the heavily indebted poor countries debt initiative until the end of 2006 is welcome, full cancellation of the heavily indebted poor countries' external debt might be needed to break the vicious cycle of poverty faced by them.

As a result, it has never been included in programmes such as HIPC for highly indebted countries.

In an earlier era, they became indebted to the pawnbroker now they are indebted to banks or credit card companies. And, because their poverty was only relative and house prices were racing ahead, creditors were happy to let them sink deeper and deeper into debt.

We welcome the initiative of the finance ministers of the Group of Eight to cancel the debt of 18 heavily indebted poor countries. We hope to see further debt relief for other heavily indebted countries so that financial resources can be released to meet urgent development needs.

Significant steps have also been taken to reduce the burden of debt on the most heavily indebted poor countries.

Another important step forward was the finalization of the debt relief plan for the Heavily Indebted Poor Countries (HIPC).

Welcoming the fact that the Heavily Indebted Poor Countries Initiative and the Multilateral Debt Relief Initiative have enabled heavily indebted poor countries to increase their expenditures on health, education and other social services consistent with national priorities, development plans and internationally agreed development goals, including the Millennium Development Goals,

Organizations must remain dynamic to remain relevant, and the OSCE is no exception.

Families were increasingly indebted and could no longer pay school or university fees, leading many children and students to drop out.

To reverse this trend, the international community must address debt sustainability in highly indebted and low income countries, particularly in Africa.

Options for lower debt burdens on Governments of heavily indebted developing countries include debt cancellation and debt swaps for sustainable development.

We are very much indebted to them for their solidarity, and wish to convey here our deepest and most heartfelt thanks.

I would like to point out that indebtedness is a form of bondage and indebted economies are economies that function under constraints.

Fourthly, debt relief has been limited to those highly indebted poor countries which have satisfied International Monetary Fund (IMF) conditions for disbursements.
